Steve Benen: House Republicans Embrace Government-Shutdown Plan

…. House Republicans, apparently acting at Sen. Ted Cruz’s behest, have demanded a temporary spending bill that would (a) delay implementation of the Affordable Care Act for a year; (b) repeal the health care law’s medical device tax, which means Republicans hope to add over $100 billion to the deficit over the next decade; and (c) provide funds to U.S. troops in the event Republicans shut down the federal government.

And if Democrats fail to accept this offer, Republicans will, of course, have shut down the government, just as they did in 1995, and just as they said they wouldn’t do if given power again.

Rep. John Culberson (R-Texas) reportedly told his fellow conservative colleagues, “I said, like 9/11, ‘let’s roll!'”

You see, in the deluded minds of unhinged lawmakers, they’re the heroes, vowing to shut down the federal government unless Democrats start taking away health care benefits from working families…..

Noam Scheiber: The House GOP Wants To Throw A Temper Tantrum, And Boehner Can’t Stop Them

Here’s the question to ask yourself while watching the government shutdown/debt-limit insanity play out these next few days: Is the congressional GOP a global menace, bent on destruction of an epic scale, or merely a goofy, intermittently-competent-at-best, primarily self-destructive force?

Since Republicans took over the House in early 2011, my assumption has been Choice A, “global menace,” despite some pretty chronic displays of goofiness. Among other things, this has been the basis for my view that our best hope for avoiding a debt default is for John Boehner to shut down the government by holding fast to conservative demands on defunding health care reform, thereby engineering enough political blowback to demonstrate how isolated his lunatics really are, and forcing them to sober up in time to raise the debt limit by the mid-October deadline. In this view, Boehner is a Hurt Locker-esque bomb disabler who must navigate around improvised explosives that will detonate with a single false move.

There are times, however, when the alternative rings far truer – when the clownishness becomes so laughably self-sabotaging you struggle to take these guys seriously.

NBC: Quitting For Obamacare: Trapped Workers May seek Relief In New Health Exchanges

As millions of Americans wait to see how the federal health exchanges shake out, some who’ve been hanging onto their jobs just for the insurance say Obamacare gives them a new reason to bid their old employers goodbye.

One Arizona couple, Claudia and Joseph Schulz, just quit their jobs, in fact, and launched a husband-and-wife real estate team, largely because they can sign up this week for health insurance not tethered to any position.

“That was the fear before. We felt too much on our own,” says Claudia Schulz, 33, of Phoenix. “Now, if we’re able to make our dream come true of owning our own business, or at least giving it a shot, it’s worth it.”

Jonathan Cohn: ObamaCare Is About To Go Live. Here’s Why It Was Worth The Wait

Obamacare’s new insurance marketplaces are scheduled to open for business on October 1, just a few days from now. For all the attention that date has received, it is less important than it might seem. Because new coverage won’t actually begin until January 1, most people looking to get insurance on their own won’t start shopping until the end of the year. But October 1 is still a milestone.

Probably the most surprising news about Obamacare is about medical costs: All of a sudden, they are rising more slowly than at any time in recent history. And while that reflects many factors, including the recession, there are signs that Obamacare is starting to have an influence, too. One intriguing piece of evidence comes from statistics on hospital readmissions. Under the health care law, Medicare now penalizes hospitals when re-admit certain kinds of patients.

The idea is that hospitals will better prepare patients for what happens after discharge—and maybe even monitor their progress—if money is on the line. Sure enough, readmissions are down. And some hospitals have started innovative programs for follow-up care, like sending visiting nurses to check on patients after they’ve gone home. It’s just one development, andfar from clear-cut. But many experts see a trend. At the very least, the fact that medical inflation has slowed undermines one common argument against Obamacare—that it would cause health care spending to spiral out of control.

Lee Fang: Tea Party Lawmaker Letter On Med Device Tax Repeal Authored By Lobby Group

Today, House Republicans pushed one more step towards a government shut down by coalescing around a continuing resolution that delays the implementation of the Affordable Care Act by one year, while permanently repealing one of the primary funding mechanisms for the law, a 2.3 percent excise tax on medical device companies.  The medical device industry, led by AdvaMed, a trade association that spends $29 million a year, has pushed aggressively to ensure that medical device companies contribute nothing to the financing of the Affordable Care Act.

After the Tea Party catapulted House Republicans into the majority, seventy-five right-wing lawmakers wrote a letter to Speaker Boehner demanding that a vote to repeal the device tax occur “as soon as possible.” The metadata of the letter shows that it was authored by Ryan Strandlund, a member of AdvaMed’s government affairs team

Lisa Desjardins: GOP Adds ‘Conscience Clause’ To Spending Bill

House Republicans have added a measure aimed at limiting contraceptive coverage to the spending bill. The so-called “conscience clause” would allow employers and insurers to opt out of preventative care for women which they find objectionable on moral or religious grounds. That prominently includes birth control, which most insurers are required to provide for free under current Obamacare rules.

With this move, House Republican leaders would give any employer or group health plan the ability to opt out of contraception coverage for the next year. That time frame syncs up with the larger measure in which this is included: a one-year delay of Obamacare provisions not yet in effect.

Political Wire: Obamacare Exchanges Still Set For Launch

“Barring some last-minute deal, which gets less likely with each passing moment, the federal government will shut down on Tuesday because of the House and Senate’s inability to pass a spending bill that resolves their deep and persistent differences over Obamacare,” Politico reports.

“But Tuesday is also the day that Obamacare’s new health insurance marketplaces — some run by the states, many run by the feds — are scheduled to start signing up customers. And President Barack Obama has made it clear that, even if the government closes, the health care show will go on.”

It’s an intellectually dishonest or lazy assessment and I’ve occasionally heard it coming from even PBO-supporters on Twitter. I’ve been blocked or unfollowed by several simply because I refuse to allow people to push this false narrative and then hide behind “oh I support Obama.” This is a FALSE narrative that has been peddled by the media and its corporate sponsors after they’ve gone out of their way to distort, bury, spread lies about PBO. Instead of repeating their bull shit, we should be forcefully pushing back against this drivel.

        Indeed…it is not because the President has not got the word out…there is a multi-million dollar campaign to mislead…distort….and lie about the ACA…in the beginning…the PL was all in a tizzy because there was no single payer and talked bad about the law…then of course there were the obstructionists in Congress…and then there are the KOCH brothers and finally the MSM backing up the obstructionists….in those places in which the governors have embraced the health care law …wonderful things are happening….in those places where the governors continue to obstruct…the challenge remains…I live in one of those states…Toomey, the Sen. from my state is on full blast against the health care law….found an email this morning from his office full of lies from the ACA…but that I expected from him….where is Casey…Schwartz who wants to run for Gov…my own Congress person Fatah…no emails from them supporting the law…

        so this is the uphill battle that PBO and his administration…has to wage…but despite alllllllllllllllllllllllll of this…..PBO says….that the Health Care Law is here to stay…and I am very grateful that now my daughter and my two grandsons will have health insurance

          I’m bringing this over from the last thread, as I want some good information to counter when this comes up again:

          I’d like some information. I got my hair done yesterday and the woman who does my hair railed about ACA. She hasn’t had insurance and said for her to get medical insurance here in CA, she’d have to pay $588.00 a month. She’s thinking she’d be better off paying the penalty, although as we all know, the penalty gets steeper every year. When I quesitoned her about this, she sited that because of her taxes, it would make it go up to $588.00, although it didn’t start out that high. She said she knew a manager who worked at Pacifcare (now United Health care) who told her she was screwed basically. This is someone who is very fear driven unfortunately, and very right wing, believing in conspiracy theories; and that government is a bad thing. She thinks things such as the Boston shooting and Sandy Hook started with the government, that the government is trying to “take away our guns”. So obviously, there’s no talking rationally to her about this. But I want to know some facts about the ACA plan, so if I come accross this again, I can have logical things to say in response, although obviously someone has to be willing to listen, which isn’t always the case.

      In my view what you are seeing is the latest version of “give the opponent all the rope he/she needs and watch him/her knock themselves out.”
      Meanwhile the clock is ticking and in 2 more days all bs will have to take a walk.

      PBO never uses more strength than what is necessary to get the job done.
      The President was gentle with Hillary and if you were paying attention back in the spring of 2008 perhaps you remember the Saturday meeting of the Rules and Bylaws committee where Clinton supporters fought over every delegate vote . It was crazy. And at that time there was a loud chorus criticizing candidate Obama’s effort. lots of people urged him to flatten Hillary.

      ACA is and will remain law. There is nothing the dopes on the other side or the dopes on our side can do.

      President Barack Obama knows exactly what he is doing. We at TOD all know that, right?

    I find it amazing that the media continually attacks the President about not “selling” healthcare. It is the law – there have to be 100s of people with the role of implementing the system – PBO is not a leader who refuses to use his subordinates (BIG problem with Kevin Rudd our ex PM – a micro manager – sent everyone who worked for him crazy – NOTHING got done and the ministers were not encouraged to do their jobs).

    The President went way beyond the call in getting the legislation passed – despite the constant media attacks as they supported the lies of the GOP. The media considers itself to be the point of call to get the message out – so the sooner the President tells the WHPC they can shape up or ship out the better. Their role is to INFORM the people as to what is happening at the White House – that they think their role is to support the GOP means they should just be shut down – the sooner the better.

    Is there legislation that says the WHPC must exist?

      If you are motivated enough to call CSPAN late on Saturday night complaining about ACA, you should be motivated enough to get the CORRECT information about ACA.

        There is a significant % of the population who take little notice of anything the government does. They get their information from friends, neighbors and the TV/Radio – these are the folks with all the WRONG information. and these are the folks the media targets. People who call CSPAN and complain are trolls – they know what is happening and simply want to spread the lies.

        Happens also in my world, fortunately we don’t have a dysfunctional Parliament – despite we have one with the wrong political leanings for the next few years.

    An important distinction to note is that the earlier 2 pillars of the social safety net, Social Security & Medicare, were severely limited in scope at their inception because FDR & LBJ had to make concessions to Dixiecrats, segregationists who did not want certain populations benefiting from those laws. So SS initially excluded coverage to majority of those professions that happened to be filled mostly by people of color, immigrants. Pegging Medicare’s eligibility age at 65 similarly cutout groups who had much lower life expectancy.

    But the ACA is the first law that does NOT limit access demographically, right out of the gate. Think about that. No one is excluded from participating, not by race, ethnicity, region, profession, or income. Taxation-wise it is the most progressive, unlike SS or Medicare taxes that absolve the wealthy from paying more. The wealthy pony up for the ACA, and they hate it.

    The ACA also breaks the stranglehold of employers on workers, who until now have hung onto miserable jobs for dear life cuz of healthcare, and have traded real wages for “benefit packages” whose worth start depreciating the very moment you start clocking into work. Paltry salaries will be revealed for what they truly are.

    The boon will be for those raring to strike out on their own but have dared not take the risk because of healthcare security their employer provides, and the fear of illness bankrupting them should they leave.

    “The new full-timers will be eligible for health benefits and will be “getting the consistent full-time hours they’re looking for,” Lundberg said. The new part-timers will have the job security they lacked as temps with contracts that typically last 90 or 180 days….”

    I still won’t shop there, but imo, this is a direct result of ACA. An employer is gonna have to offer something other than part-time or temp to get good employees. The good employees won’t have to settle, because insurance or the lack of it, is no longer the incentive to work for any company.

        Yep, and in the end, the workers get a fairer share of the pie. At least it won’t be healthcare that will hold them at a job. They are free to offer their services of employment to the highest bidder. Let the employers fight, through fairer wages and other benefits, for the cream of the crop.

      Better late than never. If Walmart can do it, so can others who had wanted or planned to resist the ACA employer mandate. And that story will kill the narrative of some in the media who enjoy saying that a growing # of employers are cutting FT employment because of the costs associated with the ACA. Only those honest(?!)pundits in the media would report this story; it is a great one. We’ll see. I am not holding my breadth.

      Yep, all because of the ACA from now on an employeer must provide a good salary to keep good employees. long are the days of employeers f**king over employees and paying them sh*t wages.

      Wow, that is amazing news. I also don’t shop there but have friends who work for them because that is all they could get. I think pressure is starting to get to some of the corporations. Sure hope so.

      That item is dated Sep 23 – no sign of the media discussing it – funny they always discuss folks getting moved from full time to part time – or unemployment going up or Walmart not supporting the DC rise in the minimum wage. If Walmart could combine full time jobs with a decent minimum wage – this would be good news.

    zizi makes wonderfully clear the benefits to society of ACA.

    Unfortunately, bigoted Americans will tune out when they hear the words “safety net.”

    So, because I am slow at understanding and retaining all the ACA benefits, I’m wondering why @chucktodd and others who claim “it’s the President’s job” to “sell Obamacare” don’t consider it their journalistic duty to simply inform Americans of the following:

    How hard would it be to repeat this every time you mention “Obamacare?”

    NOTE: I don’t have the figures on the numbers of Americans affected, so “x” is substituted for those figures.

    * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

    1) If you currently have medical insurance via your employer or your spouse, or receive Medicare benefits, ACA does NOT affect the cost of these plans or those covered by these plans.

    Any changes to the cost or what is covered in your health care coverage should be discussed with you/your spouse’s employer and/or whichever insurance company currently administers your plan.

    Medical insurers are now required to provide additional coverage. More on this in a bit.*

    About x million Americans currently receive these benefits

    2) ACA will ONLY affect the x millions of Americans who currently do not have medical coverage, or those who change jobs and either become self-employed or begin working for another employer.

    The cost of ACA plans are determined by insurance companies and the government will provide assistance to those Americans who cannot afford the premiums.

    * Additional coverage (pre-existing conditions, lfetime caps, insurance extended to children of beneficiaries up to age 26, etc.)

    Please correct anything that I got wrong in this, but it seems to me that MSM is purposely misguiding Americans and misleading them on what the actual “controversy” is. Specifics of any insurance coverage is always complicated (and strewn with legalese), but they should be required to give a brief overview (or disclaimer if you will) of which viewers may or may not be affected by ACA provisions.

    I missed the final vote in the House on the amendment to keep military pay funded during the shutdown. Else where in cyberdom, I’m reading that all the House Dems voted for that provision. I guess I should go and do the googly woogly to verify, but thought maybe someone here may know.

    I just found this article from the Boston Globe written back in April about a community in Kansas. This is the area I grew up in and still have lots of relatives. Everything he says is true. It is very frustrating for me to go back to family reunions and keep my mouth shut. This is why we are having so much trouble with the Tea Party. No open minds. The picture could be of my hometown.
