Steve Benen: Key ‘Obamacare’ provision delayed until 2015

News from the Obama administration about the employer mandate in the Affordable Care Act caused quite a stir last night, but it’s worth pausing to appreciate the extent of the impact …. I think some of the reactions to the one-year delay have been a little excessive. Maybe it’ll be easier to tackle this in Q&A form.

* What’s the employer mandate? In practical terms, the policy name is a bit of misnomer — there is no actual “mandate.” Under the Affordable Care Act, businesses with 50 or more full-time employees are told they need to offer health care coverage to their employees, but those who choose not to pay a fairly modest tax penalty. As of last night, that penalty won’t kick in, at the earliest, before 2015.

* Won’t this mandate discourage those businesses from hiring? It’s been an important part of the criticism, but Obamacare extends all kinds of breaks to these employers to help subsidize the insurance and soften the blow of increased costs.

Some outlets reported last week that NSA leaker and fugitive Edward Snowden was caught into a bit of hypocrisy: public chat records indicate that back in the ancient times of 2009, he wanted leakers “shot in the balls.” Yeah, he said that. But that’s not all he said. Oh, no. The Technology site Ars Technica posted extensive public chat logs from Snowden, then using the monkier TheTrueHOOHA, that confirms what I had suspected since finding his campaign contributions to Glenn Greenwald’s straight crush Ron Paul.

So let’s talk about this man that has been granted hero status by the Left’s loudest prognosticators and provocateurs….

Smartypants: The scent of desperation

As we watch the Republicans in states like North Carolina, Florida, Ohio, Virginia and Texas attempt to pass draconian bills affecting things like women’s right to chose and citizen’s access to the ballot, I can’t help but say that I smell a sense of desperation. Its almost as if they know they are a dying beast and are in a hurry to do as much damage as possible prior to their demise.

Business Insider: MSNBC Just Had Its Most Dreadful Ratings Period In 6 Years

Despite a heavy period of news that included the Boston Marathon bombings and the Jodi Arias trial, MSNBC’s second-quarter ratings plunged to their lowest level since 2007.

…. “The Rachel Maddow Show” suffered its lowest-rated quarter in terms of total viewers since 2008. And June alone was the lowest rated month ever for Maddow in both total viewers and in the 25-54 group.

—-> New host Chris Hayes continues to pull in sluggish ratings for “All In With Chris Hayes,” which in its first full quarter on air provided MSNBC with the lowest-rated 8 p.m. hour in the 25-54 demographic since 2006.

CBS: With little to no hope on Capitol Hill for action on climate change, President Obama on Tuesday plans to bypass Congress and move forward with executive actions designed to reduce carbon emissions.

In a speech at Georgetown University, the president will lay out what the administration is billing as a comprehensive plan built on three pillars: cutting the nation’s carbon pollution, leading global efforts to reduce carbon emissions and preparing the United States for the impacts of climate change. As part of that effort, Mr. Obama on Tuesday will sign a presidential memorandum directing the Environmental Protection Agency (EPA) to start engaging with states, the private sector and other stakeholders to set carbon pollution standards for both new and existing carbon power plants.

The president, a senior administration official said, has “made it very clear his preference would be for Congress to act.” At this point, however, he is ready to rely on the existing authorities in the executive branch.

USA Today: President Obama tries to conduct some summertime legislative business Tuesday in a meeting with congressional leaders from both parties. Among the likely topics: An immigration bill and the debate to extend a low interest student loan program set to expire on Monday.

The guest list features Senate Majority Leader Harry Reid, Minority Leader Mitch McConnell …. Republican House Speaker John Boehner is also scheduled to attend the presidential meeting, as is House Democratic leader Nancy Pelosi.

Jon Favreau: When Journalists Attack

If you saw the news at any point in the last month, chances are that you heard Barack Obama compared in some way to Richard Nixon and the Watergate scandal. A quick and admittedly unscientific Google search on the comparisons turns up 1.7 million hits, and they are not limited to right-wing media or Republican politicians. Partisan and nonpartisan journalists across the political spectrum casually and frequently linked Obama to Nixon over and over again, this publication included.

…. the facts that have emerged over the last month, through more solid reporting and independent investigation, are proving once again that the political media’s addiction to sensationalism and snap-judgment hyperbole has contributed to a lack of serious, informed debate about issues that badly deserve it.

ThinkProgress: …. Nancy Pelosi blasted the GOP’s continued assault on reproductive rights in an exclusive interview with ThinkProgress. She noted the 20-week abortion ban was just the latest example of House Republicans’ priorities, which have included attempts to kill the Violence Against Women Act and to defund Planned Parenthood.

Though House Speaker John Boehner’s Congress has gone down in history as the least productive Congress since World War II, House Republicans have aggressively pursued anti-choice legislation in recent years. In response, Americans increasingly brand the GOP as a party of anti-woman extremists, which sunk the 2012 campaigns of several Republican candidates who were too blunt about their desires to restrict women’s access to health services. Women – even Republican lawmakers-— have fled the party.

Since Republicans took the House in 2010, Pelosi explained, Americans are beginning to understand just how far beyond abortion the GOP’s war on women reaches:

“…..They don’t believe in government…except when it comes to the bedroom.”

News Observer: More than 2500 people rally outside the North Carolina State Legislative Building on Halifax Mall Monday, June 24, 2013, prior to an act of civil disobedience opposing the Republican legislature’s agenda. About 120 activists were arrested by General Assembly and Raleigh police. About 600 have been arrested over the course of 8 “Moral Monday” demonstrations.

AP: The Internal Revenue Service’s screening of groups seeking tax-exempt status was broader and lasted longer than has been previously disclosed … Rep. Sander Levin of Michigan, top Democrat on the Ways and Means panel, said he was writing a letter to J. Russell George, the Treasury Department inspector general whose audit in May detailed IRS targeting of conservatives, asking why his report did not mention other groups that were targeted.

“The audit served as the basis and impetus for a wide range of congressional investigations and this new information shows that the foundation of those investigations is flawed in a fundamental way,” Levin said.

…. Democratic staff on Ways and Means said that they had verified that of the 298 groups seeking tax-exempt status that George’s audit had examined, some were liberal organizations – something George’s report did not mention.

Dana Milbank: The most remarkable thing about the Supreme Court’s opinions announced Monday was not what the justices wrote or said. It was what Samuel Alito did …. when Justice Ruth Bader Ginsburg read her dissent from the bench, Alito visibly mocked his colleague.

Ginsburg was making her argument about how the majority opinion made it easier for sexual harassment to occur in the workplace when Alito, seated immediately to Ginsburg’s left, shook his head from side to side in disagreement, rolled his eyes and looked at the ceiling.

His treatment of the 80-year-old Ginsburg, 17 years his elder and with 13 years more seniority, was a curious display of judicial intemperance….

Days earlier, I watched as he demonstrated his disdain for Elena Kagan and Sonia Sotomayor….

Washington Post: Romney’s 12-million job promise has garnered a lot of attention. We became interested in this ad after a reader asked whether the campaign had provided much detail on how he would reach this total …

…. the candidate’s personal accounting for this figure in this campaign ad is based on different figures and long-range timelines stretching as long as a decade — which in two cases are based on studies that did not even evaluate Romney’s economic plan. The numbers may still add up to 12 million, but they aren’t the same thing — not by a long shot.

… Clearly, some clever campaign staffer thought it would be nice to match up poll-tested themes such as “energy independence,” “tax reform” and “cracking down on China” with actual job numbers. We just find it puzzling that Romney agreed to personally utter these words without asking more questions about the math behind them.

Greg Sargent: …. Let’s recap what Kessler has discovered here. The plan that is central to Romney’s candidacy on the most important issue of this election — jobs — is a complete sham. This is every bit as bad — or worse — than Romney’s claim to have created 100,000 jobs at Bain, or his vow to cut spending by eliminating whole agencies without saying which ones, or his refusal to say how he’ll pay for his tax cuts.

This could not have come at a better time for Obama. Here is the evidence he needs to spell out as clearly as possible that Romney is peddling economic hokum to the American people. Any fair reading of the backup the Romney campaign itself supplied for his plan reveals that it is nothing but a bill of goods. Obama needs to seize on this in a big way. This should be a big story.

Oh, and by the way: Economists have evaluated Obama’s jobs plan. And they concluded it would create one to two million jobs. The bottom line is simple: One candidate has a jobs plan, and the other doesn’t.

NYT: …. When Americans go to the polls next month, they will cast a vote not just for president but for one of two profoundly different visions for the future of the country’s health care system. With an Obama victory on Nov. 6, the president’s signature health care law – including the contentious requirement that most Americans obtain health insurance or pay a tax penalty – will almost certainly come into full force, becoming the largest expansion of the safety net since President Lyndon B. Johnson pushed through his Great Society programs almost half a century ago.

If Mr. Romney wins and Republicans capture the Senate, much of the law could be repealed – or its financing cut back – and the president’s goal of achieving near-universal coverage could take a back seat to Mr. Romney’s top priority, controlling medical costs.

Given the starkness of the choice, historians and policy makers believe this election could be the most significant referendum on a piece of social legislation since 1936, when the Republican Alf M. Landon ran against Franklin D. Roosevelt and his New Deal programs….
