Juliet Eilperin: Obama Has Vastly Changed The Face Of The Federal Bureaucracy

Friday afternoon announcements in Washington are usually aimed at attracting as little attention as possible, but last Friday was different. President Obama’s decision to nominate Eric Fanning — an openly gay man — to head a branch of the military which only four years ago did not allow gays and lesbians to serve openly, was both historic and attention-grabbing. And it underscored an often-overlooked feature of the Obama presidency: Obama has presided over the most demographically diverse administration in history, according to a new analysis of his top appointments. The majority of top policy appointments within the executive branch are held by women and minorities for the first time in history. The shifts are significant enough, experts say, that they may have forever transformed the face of government. The Obama White House, by contrast, has established specific programs to boost diversity among appointees.

The Presidential Personnel Office targets historically black colleges and universities, as well as minority-serving institutions, as part of a new campus recruitment program. It has a liaison to identify candidates by working with leaders from underrepresented groups, including those who are LGBT or have disabilities. The impact of Obama’s diversity efforts could reverberate for decades in people such as Michael Blake, a son of Jamaican immigrants who was homeless as a child but worked on Obama’s two presidential campaigns and in the White House as associate director of public engagement. Last year, Blake won election to the New York State Assembly, with the help of a lot of other Obama alumni, including Marlon Marshall, who is now Hillary Rodham Clinton’s director of state campaigns and political engagement. Blake’s campaign slogan was about his transformation: “No House to the White House.”  Obama, Blake said, has helped create a new network of people of color now climbing the ranks of government. “He did that,” Blake said. “He grew that.”

Jordan Fabian: White House Announces $79M To Clear Rape Kit Backlog

The Obama administration announced Thursday its teaming up with the New York City district attorney on a $79 million effort to speed testing of sexual assault evidence kits.  The federal government will kick in $41 million in grants while New York will provide $38 million to clear a backlog of untested kits in 27 states. “When we solve these cases, we get rapists off the streets,” Vice President Biden said in a statement. “The grants we’re announcing today to reduce the national rape kit backlog will bring that sense of closure and safety to victims while improving community safety.” The rape kit backlog is a major issue for law enforcement and women’s groups.

During this reentry period, advocates point out, many veterans face hardships (from homelessness and unemployment to post-traumatic stress disorder and the effects of sexual trauma), and we can’t underestimate the support they need. MO: One thing I want to clarify—that every service member, veteran, wants us to remember—is that the vast majority of people returning from service come back completely healthy…. But when we do come across someone who is struggling…we have to develop a culture of open arms and acceptance so that they feel comfortable saying, “I’m a veteran. And by the way, I need little help.” Think about the amount of training the average veteran has received through the military—physical training, project management training, public relations work. Think of an average tour of duty in a foreign land, the money we put into developing that, and then they’re discharged, and what, we let that investment go? Absolutely not. These are some of the best-trained people in our society.

Michelle Andrews: Dangerous Premature Births Decline In States That Expanded Medicaid

The percentage of babies born prematurely fell to 11.4 percent in 2013, its lowest level in 17 years, according to an annual March of Dimes report released this week. While many factors contributed to the decline, officials say the health law’s expansion of Medicaid to adults with incomes up to 138 percent of the federal poverty level has played a role. Going forward, other health law provisions will likely contribute to further reductions in preterm births, defined as live births at less than 37 full weeks, women’s health advocates suggest.  The health law’s expansion of public and private health insurance coverage to millions of women will likely have the largest impact on reducing preterm births, says Adam Sonfield, a senior public policy associate at the Guttmacher Institute, a reproductive health research and education organization.

Pregnant women who meet their state’s income eligibility standards (typically at or near 200 percent of the federal poverty level, or $23,340), can receive Medicaid services until 60 days after they give birth, but more consistent coverage helps ensure that women are healthy before they become pregnant and that they receive early prenatal care. Other health law provisions will make inroads as well, according to Sonfield, who authored a Guttmacher brief on pregnancy-related services shortly after the law passed in 2010. Maternity and newborn care is now required coverage in plans sold on the individual and small group markets. A range of preventive services must be provided free of charge to pregnant women, including folic acid supplements, smoking cessation counseling, screening for gestational diabetes and prenatal care.
