The open enrollment period for Americans to purchase a healthcare plan for 2015 through the Health Insurance Marketplace ended Feb. 15, but this deadline was extended to Feb. 22 — and even longer for some applicants. Many states extended their enrollment deadlines even longer, and this report would not fully reflect those who obtained health insurance right before the deadline. The uninsured rate for the first two months of the year is down 0.6 percentage points from the fourth quarter of 2014. Gallup and Healthways will publish the results for the entire first quarter in early April, and if the downward momentum continues, the drop in the uninsured rate may be slightly larger than this preliminary figure.

The uninsured rate could decline further in the first quarter if the rate in March — when more interviews will be completed after most enrollment deadlines have passed — remains steady or drops even lower. The Obama Administration will also re-open the exchanges from March 15 to April 30 for a special enrollment period aimed at getting those who realize, while paying their taxes, that they must pay a fine for not obtaining healthcare coverage in 2014. This could also drive down the uninsured rate through May. Additionally, Medicaid enrollment is not bound by the open enrollment period, which could allow more uninsured to sign up this month — and throughout the year if more states choose to expand Medicaid. So far, Arkansas and Kentucky have seen the most improvement in uninsured rates as a result of expanding Medicaid and using state-run marketplaces.

Dylan Scott: This Chart: Uninsured Rate Drops Under Obamacare

The percentage of uninsured Americans has fallen from 13.9 percent to 10.2 percent since Obamacare coverage took effect, according to new data from the Urban Institute. The difference is even more pronounced in states that expanded Medicaid under the law. In those states, the uninsured rate dropped from 12.6 percent to 8.4 percent from the second quarter of 2013 to the third quarter of 2014.

Recent HRMS data show an estimated 10.6 million adults ages 18 to 64 gained coverage between September 2013, just before the first open enrollment period for the ACA’s health insurance Marketplaces, and September 2014, just before the second open enrollment period (Long et al. 2014). Between September 2013 and September 2014, the uninsurance rate fell 3.4 percentage points (95% CI [2.0, 4.9]; figure 1) for working nonelderly adults. The share of working nonelderly adults without insurance declined from an estimated 13.6 percent just before the first open enrollment period to 10.2 percent in September 2014, a 25.3 percent decline.

Zeke J Miller: Number of Uninsured Americans Near Historic Low

New federal government data shows the percentage of Americans without health insurance was at or near historic lows this year following the roll-out of the Affordable Care Act, and appears certain to fall to record levels next year. The data released Thursday from the National Center for Health Statistics’ National Health Interview Survey found that 11.3 percent of Americans were without coverage in the second quarter of 2014, down from 13.1 percent in the first quarter and 14.4 percent throughout 2013. An analysis by the White House Council of Economic Advisers finds the drop in the uninsured to be the largest in four decades,

amounting to roughly 9.7 million Americans getting insurance, consistent with other Affordable Care Act estimates. The new data does not include the nearly 2.5 million who have newly selected or re-enrolled for coverage in the latest round of open enrollment which began last month. Nor does it include those who’ve gained coverage in Medicaid or the Children’s Health Insurance Program since the second quarter—including 400,000 from September to October, according to new data from the Centers for Medicare & Medicaid Services—as more states expand access to the program with federal money under the law.
