Kevin Drum (Mother Jones): It’s Official: Those Bogus Email Leaks Came From Republicans

It’s not as if we didn’t know this already, but Major Garrett made it official: last week’s leaks that misquoted the Benghazi emails came directly from Republicans….

So here’s what happened. Republicans in Congress saw copies of these emails two months ago and did nothing with them. It was obvious that they showed little more than routine interagency haggling. Then someone got the bright idea of leaking two isolated tidbits and mischaracterizing them in an effort to make the State Department look bad…..

But it was typical GOP overreach. To their surprise, the White House took Republicans up on their demand to make the entire email chain public, thus making it clear to the press that they had been burned. And now reporters are letting us all know who was behind it.

Steve Benen: Whether or not an issue is a “scandal” tends to be a subjective question — one voter’s world-changing controversy may be another voter’s meaningless distraction. Indeed, the Beltway has spent a week telling the nation that the White House is engulfed in three ongoing scandals, though many of us suspect this analysis is deeply flawed.

But if we’re going to talk about real political scandals, can we at least have a conversation about Republicans lying to reporters about Benghazi?

Jeffrey Goldberg (Bloomberg): So it turns out that Susan Rice, the U.S. ambassador to the United Nations and, before a group of leading Senate Republicans decided that she was evil incarnate, a top contender to replace Hillary Clinton as secretary of state, had nothing to do with formulating the White House’s response to the fatal attacks last year at the American diplomatic mission in Benghazi, Libya.

…. Republican Senators Lindsey Graham and John McCain, among others, argued for weeks that Rice was a crucial cog in a huge conspiracy to hide the facts of Benghazi from the American people….

…. I don’t expect that Graham will apologize to Rice for accusing her of engaging in an enormous conspiracy, when all she seems to have done is take the consensus of several government agencies and present it publicly. But you would hope Graham would think twice before threatening again to stop her advancement in government.

he’ll never stand up to big oil!

The Hill: The Obama administration said Friday that a massive pipeline carrying oil across much of the United States must remain shut down until federal regulators are satisfied that it can operate without future leaks. TransCanada’s Keystone pipeline leaked twice last month, fueling opposition to a pending expansion of the project, which is undergoing a wide-ranging federal review.

The Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a “corrective action order” Friday informing TransCanada that it must take a series of steps before resuming normal operations at the pipeline, which runs from Canada to Oklahoma.

“After evaluating the foregoing preliminary findings of fact, I find that the continued operation of the pipeline without corrective measures would be hazardous to life, property and the environment,” Jeffrey Wiese, PHMSA’s associate administrator for pipeline safety, said in the order.

…The order comes at a politically sensitive time for TransCanada. The company is seeking federal approval to expand its Keystone pipeline to carry Canadian oil sands from Alberta to Texas … Environmental groups have mounted a campaign against the Keystone XL project, arguing that it puts the country at risk of major oil spills ….the oil industry and some Republicans have been strong advocates for the approval Keystone XL…..

wikileaks revelations embarrass obama! oh yeah?

Cables depict range of Obama diplomacy

NYT: Barack Obama came to office vowing to restore “engagement” — talking and listening to America’s most troubling adversaries and reluctant partners — as a central feature of American foreign policy…..

Now we know, from the granular picture of engagement-in-action that emerges from that trove of 250,000 WikiLeaks cables, many from the first 13 months of the Obama presidency. Mr. Obama’s style seems to be: Engage, yes, but wield a club as well…..

The cables suggest that Mr. Obama’s form of engagement is a complicated mixture of openness to negotiation, constantly escalating pressure and a series of deadlines, some explicit, some vague.

…the cables confirm that the administration has largely fulfilled its promise to give engagement some time to work, even while preparing for it to fail…..

While WikiLeaks made the trove available with the intention of exposing United States duplicity, what struck many readers was that American diplomacy looked rather impressive. The day-by-day record showed diplomats trying their hardest behind closed doors to defuse some of the world’s thorniest conflicts, but also assembling a Plan B.

“When dysfunctional does not begin to describe our political system and institutions,” Prof. Stephen Kotkin of Princeton concluded after sampling the cables last week, “something in the government is really working — the State Department — far better than anyone thought.”

WikiLeaks doesn’t tell all

LA Times: The headlines from the WikiLeaks dump of thousands of not-very-classified State Department cables have focused, understandably, on the embarrassment factor: It’s not good for American diplomacy when foreign leaders see what they thought were confidential conversations reprinted on websites and in newspapers.

But the substance is another thing. Take Iran. What do the cables tell us? That the United States has been telling the truth about what it wants from Iran; that the Obama administration desperately wants to find a solution that doesn’t include military action; and that a formidable alliance of other countries, not only Israel but most of Europe and Iran’s Arab neighbors as well, shares the U.S. concerns….

….There is a limit, though, to how much a random assortment of cables can show. From reading every document released about Iran so far, you might miss the most important fact: The Obama administration’s long campaign to increase pressure on Iran is actually showing signs of progress……

….The Obama administration deserves credit for getting as far as it has. Critics dismissed Obama’s offer of engagement with Iran as naive and his reliance on economic sanctions as ineffective. But the sanctions have had bite, and it was engagement that made the sanctions possible. The problem of Iran hasn’t yet been solved, but the administration has made progress, the kind of progress that a collection of leaked cables can’t always convey.
