Underlining a change across the nation, nearly 9 out of 10 adults now say they have health insurance, according to an extensive survey released Monday. As recently as 2013, slightly more than 8 out of 10 had coverage. The Gallup-Healthways survey found that the share of adults who lack insurance dropped to 11.9 percent for the first three months of this year, the lowest level since that survey began its tracking in 2008. The latest update overlaps with the period when the health law’s second sign-up season was winding down. Coverage gains from 2014-2015 translate to about 3.6 million fewer adults uninsured since the fall, before open enrollment got under way, according to Gallup. “The Affordable Care Act had three major objectives: increase coverage, slow the rate of increase in costs, and improve health,” said Dan Witters, research director for the poll.

“The first one is clearly a win. Coverage is increasing; there is no question about it.” On balance, an estimated 14.75 million adults have gained coverage since the fall of 2013, when the law’s first open enrollment season was about to begin, according to Gallup. Hispanics saw the biggest coverage gains of any ethnic or racial group. The uninsured rate dropped 8.3 points among Latinos since the end of 2013. Recent gains in coverage have benefited people up and down the income ladder. But the most notable improvement has been among those making less than $36,000 a year, a group that traditionally struggled to get and keep health insurance. Their uninsured rate dropped 8.7 points since the end of 2013.

Nearly 11.7 million people have either signed up or re-enrolled for insurance coverage under the U.S. healthcare reform law, more than the 9.1 million predicted by the Obama administration,health officials said on Tuesday. As of Feb. 22, about 8.8 million signed up in one of the 37 states that use online exchanges operated by the federal government and 2.85 million were in the 14 states, and Washington, D.C., that operate their own exchanges, the Department of Health and Human Services said in a statement. In the states that use the federal exchange, called healthcare.gov,

87 percent qualified for a tax credit averaging $263 per month, according to HHS. It said more than half of consumers in states using healthcare.gov bought a plan that cost $100 or less after tax credits. Enrollment across the board has largely exceeded expectations, health officials said. The enrollment period for 2015 coverage opened on Nov. 15 and closed on Feb. 15. More than 4.1 million people under 35 years old have purchased health insurance through state and federal exchanges, the HHS said Tuesday, about a third of enrollees.

The open enrollment period for Americans to purchase a healthcare plan for 2015 through the Health Insurance Marketplace ended Feb. 15, but this deadline was extended to Feb. 22 — and even longer for some applicants. Many states extended their enrollment deadlines even longer, and this report would not fully reflect those who obtained health insurance right before the deadline. The uninsured rate for the first two months of the year is down 0.6 percentage points from the fourth quarter of 2014. Gallup and Healthways will publish the results for the entire first quarter in early April, and if the downward momentum continues, the drop in the uninsured rate may be slightly larger than this preliminary figure.

The uninsured rate could decline further in the first quarter if the rate in March — when more interviews will be completed after most enrollment deadlines have passed — remains steady or drops even lower. The Obama Administration will also re-open the exchanges from March 15 to April 30 for a special enrollment period aimed at getting those who realize, while paying their taxes, that they must pay a fine for not obtaining healthcare coverage in 2014. This could also drive down the uninsured rate through May. Additionally, Medicaid enrollment is not bound by the open enrollment period, which could allow more uninsured to sign up this month — and throughout the year if more states choose to expand Medicaid. So far, Arkansas and Kentucky have seen the most improvement in uninsured rates as a result of expanding Medicaid and using state-run marketplaces.

Options For Enrolling And Questions Regarding The ACA

NOTE: This is one person’s experience (who is on a November 6 deadline). It is not an independent analysis. Your experience may be different. Do not skip any steps if it will be disadvantageous for your health insurance enrollment process or if it will negatively affect the subsidy that you may qualify for (which will lead to lower premiums) and the health insurance plans that you may be eligible for. Follow the proper healthcare.gov instructions so that you will receive affordable, quality, and comprehensive health coverage.

A lot of TOD’ers have been questioning Healthcare.gov‘s functionality….

I want to share my experience to date, and for the many asking there is a paper application available contrary to reports.

ME: I have been trying to get premium quotes since Oct. 3, when Experian verified my account. The following week if I could log in it would just say “application in process” the week after that I couldn’t log in anymore. The people on the hotline are not getting any assists from the IT people, and are just getting yelled at 24/7. I spent a hour with a lady last weekend just having a nice conversation, telling her I understand they left her out to dry, and she was so appreciative. The problem is for the last 10 days around 10 p.m. EST they shut the site down for maintenance and in that process they erased the passwords of the accounts of early applications, due to privacy conformity. So my suggestion to anybody is create a new account and skip the “subsidy eligibility” info (much shorter process) and try to get the plans offered through that process. I got the furthest by doing that. Still haven’t been able to see what Plans are available, but am noticing improvements every day. My asshole A.G. is also suing the Federal Government to prevent anyone from receiving subsides, on top of RWNJ Gov. Mike Pence not expanding Medicaid(after passing laws to prevent union organization last year)……. because he is running for President in 2016. I have till Nov. 6, before I have to decide to keep my current coverage with AnthemBCBS…..so I just implore patience to everyone. In due time………

TOD’er: WHOA. Can’t believe the hotline doesn’t have IT back-up. What’s the point of that? Wow, I hope it all works out for you, SOON.

ME: It is B.S. the I.T. folks leave the phone reps in the wind, TOD’er. One other option I suggest for people trying to sign up is having the telephone Rep. fill out an application manually. It is a much more longer/tedious process, but they are happy to do it if you wish. By doing so, they submit the paper application to the proper channel, and you are supposed to be contacted within 10 days by either Healthcare.Gov rep or an Insurance Provider personally. At that point they will walk you through your coverage options, but it is a guaranteed way to have your application processed, and bypass any website hiccups

To apply by phone, call 1-800-318-2596, 24 hours a day, 7 days a week (TTY: 1-855-889-4325). A customer service representative will work with you to complete the application and enrollment process.

 To be clear, there are several options for enrollment. My particular case was just one using the online vehicle.  This suggesting  was an option online to get to the premium quotes faster, without filling out the tax information.  I have already done that, but still can’t login with the account I created.  You can always update you info once creating an account(Even when you initially create an account, it will give you the option of choosing the faster route). My situation was I have until Nov.6 to determine whether to keep my current coverage. Also keep in mind your individual state my have established their own exchanges. The main focus I am trying to convey is there are several ways to FULLY enroll, subsidies and all. Locally, by phone, online, or by mail.
