“Unfortunately, the Trump Administration proposal does not meet the health needs of this crisis:
Total Funding:
The Administration has offered what seems to be about $45 billion in new money,
which is only about 60 percent of what is needed, according to medical experts.
More importantly, it is not spent strategically.
Testing:
It delays funding to states unless they enter into compacts that require legislative action by each participating state. Mandatory compacts are a recipe for delay when the country must move forward with a national plan as soon as possible.
Metrics:
The definitions for community spread and rate of transmission under the Trump Administration are too low. They are one-tenth of what needs to be recognized to stop the continuing spread of the virus at unacceptable rates.
Territories and Tribal Communities:
Unacceptably, the Trump plan offers no support for territories and very minimal support for tribes.
Communities of Color:
Cruelly, nothing to address inequities in COVID incidence and impact on communities of color.
National Plan:
Tragically, the Trump Administration has no national plan for testing, tracing, and treatment.
It is hard to understand who is shaping their approach, which to date has been a miserable and deadly failure.
Until these serious issues are resolved, we remain at an impasse.”

Sad how the protest songs of the 60’s, 70’s and early 80’s are still relevant and true today; “Heaven help us All” by Stevie Wonder, “What’s going On” by Marvin Gay and “Wake up Everybody” by Teddy Pendergrass to name a few that I have been listening to for comfort and inspiration these days . I lived through all of the turmoil: polio, political assassinations, war, war, and more war; marches and protests; few victories followed by even worse oppression. At the beginning of the Obama years I said that we were at the beginning of a Golden Age, but it all turned to dust. I feel that we can be victorious, but 2020 being what it is, I am also preparing myself mentally for a different outcome. I was literally sick for most of 2017 because of the state of the country and its politics but I refuse to give in to that type of mental and emotional anguish that negatively affected my health. However, because I have some understanding of history, I know that even the most powerful, those who were thought unassailable all met their ignominious ends, I know that the current state of affairs will end. My prayer is that it is sooner rather than later.

Keep in mind, “processed” may only mean that the ballots are validated/accepted and readied for tabulating. Most states don’t actually begin *counting* until Election Day.

hmmm… i get that ..but it readies the ballots for counting….i can see how that would be more efficient than starting the process when the polls close…and if they are not counting the actual votes…than that can be a process that may not not need legislation…just tweaking policy
Some states have flexibility in their policy. A few start counting before the day of the election. Most start the morning of the election. And then there’s Maryland, which according to the chart doesn’t start processing and counting absentee ballots until the morning after the election. *That* is one that should do a policy change…at least for this election.
PA needs to change that…we have to starting counting …before election day…because we are indeed in a season

which puts us back to the bad old days of where we were in the late spring. Over the past week, the 7 day rolling average for new cases reached new record highs in more than a dozen states:
Alaska, Colorado, Indiana, Minnesota, Montana, Nebraska, New Mexico, North Dakota, Ohio, Oklahoma, Oregon, South Dakota, and Wisconsin. They’ve all had new case numbers within the past week….
North Dakota has been going up rapidly and with increasing speed since the early part of July. Last month alone over the month of September, the state of North Dakota saw an 80% rise in cases in one month. Today for a 5th straight day, the state hit a record number of new cases. There’s no statewide mask requirement in North Dakota. The republican governor there is up for re-election and he keeps saying publicly that North Dakotans wouldn’t follow a mask requirement even if he instituted one – so he’s not going to bother. The state has been through 3 state health directors in the past 4 months. This is as the state has developed into the fastest growing epidemic in the country…the last state health director lasted only two weeks before he quit.”

“It’s part of the Republican platform to get rid of the Affordable Care Act.
President Trump EXPLICITLY SAID that he would not put someone on the Court, unless they were willing to ‘do the right thing and get rid of the Affordable Care Act’. His words. So this is not something we’re pulling out of thin air. This is what they (republicans) have told us time and time again. And not only have they told us, it’s their actions. They came at the Affordable Care Act, one of the first thing out of the gate when Donald Trump was elected. If it wasn’t for three republicans getting morally swayed by all those Americans, 130 million Americans with pre-existing conditions, 20 million Americans who would lose their healthcare insurance from the fall of the ACA immediately and more. If it wasn’t for those three republicans we would have lost it. But they have continued to work it. And now, they are rushing this through in order to get Amy Coney Barrett seated by the time the oral arguments are heard. November 10th is the day when they want to get her seated by, so that she can rule against the Affordable Care Act.”
Hayes: “What was it like to be there…what is the tension between the meat and potatoes arguments about the ACA, and process arguments about how insane this entire undertaking is?”
Senator Booker:
“Well to say that this is surreal is an understatement. We are in the middle of a global pandemic. You just were talking about cases on the rise. Mitch McConnell decided that it was not safe enough for the Senate to return. So he left the Senate in recess for a while, while he is still going ahead with the hearing. In which two republicans, because of a super-spreader event, have already gotten COVID-19! And so you’re sitting there in a mask in a closed room for hours on end with a lot of staffers, a lot of support staff, going through something that we know is ahistoric. It’s never happened before. The only time a Supreme Court Justice has died this close to an election was when Lincoln was President of the United States. And what did he do? Nothing. He did not put someone up. So the whole process is broken. Especially as Lindsey Graham sits there, and it wasn’t that many months ago that he said he would not be doing this, and to use his words against him. So the whole thing, it has the air of absolute illegitimacy. There is a perilousness to it of us sitting there. We are in the midst of an election in which millions of people have already voted.
This is just wrong every which way you look at it, and most certainly not normal.”
Hayes: “As someone on the Committee, what’s your goal for this undertaking?”
Senator Booker:
“The first time they came after the ACA I was very surprised by John McCain.
I did not think that he would be swayed. But remember, there were thousands of Americans speaking out that morally swayed 3 of the republicans to stop them from tearing down the ACA in the first place. So I’m not going to give up the hope that (only) one of the Committee members on the republican side changes their minds and it doesn’t get out of committee, two on the Senate floor and it doesn’t pass, to join the other two republican senators who already have spoken out against this.So that’s number one.
But number two is I also want the American people to know plainly what is at stake.
And I think that’s what you’re going to hear over the next couple days, is number one obviously the Affordable Care Act. We also know Roe v Wade. How do we know that she will overturn Roe v Wade, is because Donald Trump has said that. That he would not nominate a justice that would do anything but overturn it. We have some of my republican colleagues who said they wouldn’t vote for somebody unless they would overturn Roe v Wade. Which means the potential criminalization of abortion.
It means really that potentially states could pass laws that cause the investigation of miscarriages, to see if they were abortions which they have declared legal. It is a dramatic change and shift in American culture in that way. And this doesn’t even begin to get to the other excuse that will be touched upon, which is the rolling back of Union Rights, of Voting Rights, of Civil Rights, LBGTQ equality, and more.”
