Nurse Wooten who contributed to the whistle blower complaint said “That is how detainees refer to this physician.”
The inmates “would ask me why did I have to have a hysterectomy?”
Nurse Wooten to Jacob Sobaroff:
“Because you don’t have a valid answer for them. It is a mind blowing and it is mind boggling.
When you get in your vehicle after a 12 hour shift and you cry yourself home, and you’re the only one in the vehicle asking why, what is going on, what is happening? I don’t have an answer, why is nobody hearing them or taking them seriously? I don’t have an answer. So shift after shift, then it gets to be to where you don’t want to report to work because you don’t have an answer. You don’t have a reason and they’re going to ask you why.”

Sobaroff: “What happened to the woman that you spoke with that had the hysterectomies do you know?”
Nurse Wooten: “A lot of them were deported back to their countries.
I don’t know if they were transferred the others to other facilities.”
Sobaroff: “Do you think that what happened to the women that you spoke with is going to happen to other women in the future?”
Nurse Wooten:
“If there’s not going to be a change, there’s not going to be a change.
If there’s not going to be a correction, there’s not going to be any correction. If there are not people like myself that are brave enough to have a voice for other people, and not be so afraid to speak out. A lot of people desire to speak out but are afraid of losing their jobs. I spoke out, I was demoted. So I was made the example of. I whistle blew because I love to do what I love to do. And if it was my son, or my daughter, my mother or my father that was in that situation, then I would want somebody to speak out on their behalf as well.”
Soboroff:
“You obviously know the detainees well inside Irwin. What would be your message to them today?”
Nurse Wooten:
“My message to the detainees today, would be “All hope is not lost…there is a light at the end of the tunnel. I apologize on behalf of Irwin County Detention Center for what goes on concerning them in the facility”. And I understand totally. Am not in that situation. But I understand totally what it feels like just to be overlooked and neglected.”

ICE is disputing experimental procedures. Jacob Soboroff, author of “Separated: Inside an American Tragedy” speaks with Rachel Maddow:
Maddow:
“You had this remarkable interview with this whistle blower (Dawn Wooten)…but to be clear,
as compelling as her first person story is, the allegations aren’t coming solely from her. There are things that other people, and that other lawyers for other people, have declared as part of this complaint that would seem to back up what she is saying.”
Sobaroff:
“Yes I’m glad you brought that up.
For us it was important to corroborate the allegations in this whistle blower complaint from Ms. Wooten. And I wanted to speak with her myself which obviously I did. But also to corroborate the allegations of the migrants who were detailed in the whistle blower complaint. So Julie and I spoke to four different lawyers today, and every one of them has said that they had a client who had contact with this doctor where they were told one thing, and ultimately they came out of this either having the procedure, or being recommended to have a procedure that was deeply invasive. And of course at least in two of those cases, a hysterectomy took place. And at least one of those lawyers told us they went to the Detention Center, complained about the treatment from this doctor, but no change was ever made.”
Maddow:
“And to be clear the complaints here from these women and their lawyers who are speaking on their behalf, is essentially not that they never should have been sent out to see a gynecologist, but that whatever was going on with them they did not understand that the treatment was going to be a hysterectomy. And then in some cases the allegation here is that the hysterectomies, whether or not the women consented to them in the first place, were not medically necessary.”

“Jacob, what should happen here legally in terms of this complaint?
Obviously she’s casting herself as a whistle blower. There is significant corroboration from the worst of the allegations that she is making. ICE is saying that this will be investigated. The facility is saying that whether this is investigated or not, they deny that any of this is happening. The doctor is saying essentially the same thing. What do you expect to happen in terms of this being looked into, in terms of these women’s claims being investigated, and potentially there being accountability here?”
Sobaroff:
“So the Office of Inspector General at the Department of Homeland Security will open an investigation. The Office of Civil Rights and Civil Liberties within the Department of Homeland Security will look at this as well, and they were copied essentially on the complaint. And what I think that this gets to, one of the lawyers said to me which I really want to underscore here, is that while she didn’t think this was a large conspiracy by the government necessarily to have these procedures on these women, it is emblematic of systematic LACK of oversight for medical care. And also just well being and welfare of immigrants in immigration detention. As well as you mentioned what happened with Scott Lloyd. With family separations, we didn’t know what was happening because we couldn’t see inside these facilities. And immigration lawyers have expressed to me over and over again today that this particular example, is uniquely heinous if the allegations ultimately are proven to be true. But it’s one of many examples in this system which precede frankly this administration. Immigration detention is a place where people come to seek refuge, seek asylum. But are subjected to prison-like conditions where they have virtually no recourse when something like this happens, or at least that’s the way that they feel. Obviously the government would say differently, and of course their lawyers would disagree.”
Maddow:
“Prison-like conditions and worse. I mean there’s a reason ICE put their denial in the terms immediately about whether this is human experimentation on these essentially powerless detainees and refugees. I understand why they might go right at that because that resonates with all of us who know from the history here. The fact that this is part of the government where we’re training people are working for the U.S. government to treat human beings the way that immigrants and refugees have been treated, it’s on all of us about what the government is saying we stand for and will do in our name.”
Sobaroff:
“It’s important for us to talk about these stories.
I know these are harsh stories to talk about but these are human beings that are undergoing what is alleged to be truly, truly horrific treatment at the hands of the so-called medical professional. And that’s why…at the Department of Homeland Security will be forced to investigate this. And we’ve heard the top officials in Congress on the Hill also called for investigations as well.”

“Late yesterday, I was briefed by three attorneys representing women who were detained at the Irwin County Detention Center in Ocilla, Ga. and subjected to forced, invasive procedures by a gynecologist connected with the private, for-profit detention center. It has become painfully clear to me that the initial reports brought to light on Monday by whistleblower Dawn Wooten and Project South are likely part of a pattern of conduct.”
“Since the initial story broke, I understand that there are at least five independent attorneys representing women who have found themselves to be part of this horrific pattern, subjected to unnecessary forced sterilization or medical procedures over the last several years. It appears that there may be at minimum 17 to 18 women who were subjected to unnecessary medical gynecological procedures from just this one doctor, often without appropriate consent or knowledge, and with the clear intention of sterilization. Because the majority of immigrants are pro se (unrepresented), it is also possible that there are additional similar cases for individuals who have already been deported or did not have legal representation.
“My conversations with attorneys were stunning and represent the most abhorrent of human rights violations.
One woman, Pauline, who was nearly deported this morning, consulted the doctor simply about her menstrual cycle. She was put under for what she was told would be a simple procedure, only to wake up and find that the doctor had removed part of her reproductive organs without her knowledge or consent. Another woman, already deported, apparently went in to see the doctor for a simple condition related to diabetes and ended up having gynecological surgery. Two additional women apparently were shackled to the bed, reported to have had surgical procedures, including one apparent hysterectomy, without any consent.
“I am horrified and outraged to hear these stories, which contain may consistencies and raise serious questions about not only this particular doctor but about the entire detention system—largely for-profit—that is complicit in the abuses of rights and has long run roughshod over and ignored neglected the health, wellbeing and human rights of immigrants.
“Earlier today, I led 172 of my House colleagues in calling for an immediate and full Congressional investigation to get to the bottom of this situation. That requires that Pauline and other women immediately receive a stay of their deportations so that they can participate in this investigation. Similarly, ICE must immediately ensure that any person who may have been subjected to forced medical procedures immediately be assured the ability to remain in the United States so that we can follow all the facts and get to the bottom of these horrific allegations.
“Additionally, this investigation must go well beyond Irwin County. Medical abuses, including poor obstetric care, in ICE custody have been documented for years. Forced sterilization, particularly of women of color, has a long and sordid history in America. To have it occurring in 2020 is beyond unacceptable. Every woman—and man—should be absolutely outraged and immediately call for justice. Everyone—regardless of their immigration status, their language, or whether they are incarcerated—deserves to control their own reproductive choices and make informed choices about their bodies.”

“Jayapal Statement on New Details Regarding Forced Unnecessary Medical Procedures—Including Hysterectomies—Being Performed on At Least 17 Immigrant Women in Irwin County, Georgia”
“Late yesterday, I was briefed by three attorneys representing women who were detained at the Irwin County Detention Center in Ocilla, Ga. and subjected to forced, invasive procedures by a gynecologist connected with the private, for-profit detention center. It has become painfully clear to me that the initial reports brought to light on Monday by whistleblower Dawn Wooten and Project South are likely part of a pattern of conduct.”
“Since the initial story broke, I understand that there are at least five independent attorneys representing women who have found themselves to be part of this horrific pattern, subjected to unnecessary forced sterilization or medical procedures over the last several years. It appears that there may be at minimum 17 to 18 women who were subjected to unnecessary medical gynecological procedures from just this one doctor, often without appropriate consent or knowledge, and with the clear intention of sterilization. Because the majority of immigrants are pro se (unrepresented), it is also possible that there are additional similar cases for individuals who have already been deported or did not have legal representation.
“My conversations with attorneys were stunning and represent the most abhorrent of human rights violations.
One woman, Pauline, who was nearly deported this morning, consulted the doctor simply about her menstrual cycle. She was put under for what she was told would be a simple procedure, only to wake up and find that the doctor had removed part of her reproductive organs without her knowledge or consent. Another woman, already deported, apparently went in to see the doctor for a simple condition related to diabetes and ended up having gynecological surgery. Two additional women apparently were shackled to the bed, reported to have had surgical procedures, including one apparent hysterectomy, without any consent.
“I am horrified and outraged to hear these stories, which contain may consistencies and raise serious questions about not only this particular doctor but about the entire detention system—largely for-profit—that is complicit in the abuses of rights and has long run roughshod over and ignored neglected the health, wellbeing and human rights of immigrants.
“Earlier today, I led 172 of my House colleagues in calling for an immediate and full Congressional investigation to get to the bottom of this situation. That requires that Pauline and other women immediately receive a stay of their deportations so that they can participate in this investigation. Similarly, ICE must immediately ensure that any person who may have been subjected to forced medical procedures immediately be assured the ability to remain in the United States so that we can follow all the facts and get to the bottom of these horrific allegations.
“Additionally, this investigation must go well beyond Irwin County. Medical abuses, including poor obstetric care, in ICE custody have been documented for years. Forced sterilization, particularly of women of color, has a long and sordid history in America. To have it occurring in 2020 is beyond unacceptable. Every woman—and man—should be absolutely outraged and immediately call for justice. Everyone—regardless of their immigration status, their language, or whether they are incarcerated—deserves to control their own reproductive choices and make informed choices about their bodies.”
