I can’t remember which administration it was, but in our wars in the Middle East, the citizens complained about the buzzing sound that would go on all day and night. Soon they learned to live with the buzzing sound. The buzzing sound that they heard were drones that roamed the sky, for some the buzzing never stops.
The drone you speak of is a very good and apt metaphor. It’s hovering, surveilling, and there’s a great potential to be life threatening. It can come out of nowhere and everywhere. It’s a constant low grade buzz that can and often will become a painful unrelenting siren of catastrophic damage.
