Also, talking about the reset and outreach PBO and his State Department undertook, it was with President Mededev ( and NOT Putin who was then Prime Minister, I think) and they were trying to reset with the new President to see if he would take a different approach.
When Putin came back, the Obama Administration tried to continue engagement in this way to see if they could get him to move in this direction and assist with Syria etc and act in that vein but it did not happen because he then invaded Crimea and Ukraine and hacked the election.
The PBO Administration reacted and took a different tack thereafter.
