Thank you so much, NW, and “igorvolsky,” for this… HTG, I cannot begin to connect with ANY of these people, even though I’m a Caucasian woman “of a certain age,” brought up in the heartland, by loving and very traditional parents, both hard-working, and raised as a churchgoer in a mainstream Protestant denomination…so you’d think I could, somehow, “identify,” wouldn’t you? But they all look like aliens to me, even the women – few as they are. HOW can anyone vote against even knowing who’s bought how many weapons, and how much ammo? some clarification about a non-existent home address for the visa application :
– in most developing countries, there are no street addresses;
– the people mainly use postal addresses for communication (that is if they are even able to afford a postal box) or the work address for one of the relative/friend who has access to a work-related postal box;
– streets (even some major streets in towns, businesses, government and private institution campuses etc) have no names assigned to them. people just know that if I follow this road located here, then it will get me to destination A, B, …. Z;
– given then thousands of people who complete US visa applications on any given day, I don’t know how each individual home address could be checked especially given the way budgets for the State Dept are cut ;

the reason I say this is due to the challenges of accurately identifying people in resource-poor nations:
for those who are not familiar with demographic data keeping in developing nations here are few things for you to think about:
– most births and deaths are not recorded because either a centralized government birth-death system does not exist or hospitals are not mandated to keep such records, or because birth/death may occur in homes inside private homes; no records are kept at a local town/village level. as a result most published population statistics are close estimates at best ;
– biometric information (like fingerprints) are rarely ever taken or stored (except if you are interacting with foreign governments or their agencies;
– in a few hospitals where a birth is recorded, the system is often informal (new mothers get a flimsy piece of paper to prove they gender of the child) but no database is kept in the hospital. instead it is then up to the parent to go to another facility located in the capital to request for a birth certificate by VERBALLY providing names and gender of the child (so you can guess how ages can be manipulated). if there is never any reason to get a birth then you may as well “not exist”;
– most countries I am familiar with have no unique number (like a US social security number) that is permanently assigned to individuals an
– no one needs a death certificate to bury their dead or even a coroner’s report to prove cause of death (this may include even people who die in private and government hospitals;
– in some place, it does not matter the order in which people use their names (i.e. my first, middle and last names can be interchanged on formal documents and still I am accepted as the same person);

The no address situation exists in countries we think of as like us, for instance Costa Rica. We visited friends in San Jose, Costa Rica in the nineties, and were informed there were no addresses. We asked how mail was delivered….the man said, see that electric tower….well, it would be so many houses north of that tower. San Jose was so confusing, I was glad we weren’t driving; our host did.
