Reuters: Obama, Biden Highlight Job-Training In Middle-Class Push
President Barack Obama and Vice President Joe Biden will put a spotlight on job-training programs on Tuesday as part of a White House push to boost economic opportunities for middle-class Americans, an important voting group in November elections.
Obama will sign the “Workforce Innovation and Opportunity Act,” which the White House said would help “improve business engagement and accountability across federally funded training programs.”
Biden will unveil a new report that will show the results of a study about how to make federal training programs more successful and better tailored to employers’ needs.

The Israeli ground operation in Gaza extended on Monday, as international calls for a cease-fire mounted and the death toll continued to increase. While Israel lost several soldiers in the last day, the number of those killed during the latest iteration of the war between Hamas and Israel has been disproportionate, with the vast majority of the dead being both Palestinian and civilian.

The United Nations Office for the Coordination of Humanitarian Assistance (OCHA) publishes a daily snapshot of the crisis, pulling together the numbers from health officials in Gaza and reports from the various humanitarian organizations in the field. In their last report, which covered from July 19 -20, they noted that 3,008 Palestinians had been injured in the course of the fighting, “904 of whom are children and 533 women.” And at the time the report was published on Sunday, the number of those killed was 395: 375 on the Palestinian side “including 270 civilians, of whom 83 are children and 36 women” and 20 Israelis “including two civilians and 18 soldiers.”

Ted Cruz (R-TX) led a final crusade to defund the Affordable Care Act, eventually announcing on the Senate floor that “I intend to speak in opposition to Obamacare, I intend to speak in support of defunding Obamacare, until I am no longer able to stand.” Cruz did succeed in goading his fellow Republicans into shutting down the federal government, but his effort was ultimately doomed. The American people’s elected representatives voted not to defund Obamacare, and the shutdown ended.

On Tuesday, two Republican judges voted to rewrite this history. Under Halbig v. Burwell, a decision handed down by Judge Raymond Randolph, a Bush I appointee, and Judge Thomas Griffith, a Bush II appointee, millions of Americans will lose the federal health insurance subsidies provided to them under the Affordable Care Act — or, at least, they will lose these subsidies if Randolph and Griffith’s decision is ultimately upheld on appeal. Ted Cruz is undoubtedly smiling today. Two unelected Republicans just voted to erase his most embarrassing and most public defeat, and they voted to take away millions of Americans health care in the process.

TPM: Journalist Who Accused MSNBC Of Pro-Israel Bias: I’ve Been Canceled!
After expressing some candid on-air criticism of MSNBC, network contributor Rula Jebreal is wondering if she’s in the cable news channel’s dog house. Jebreal said in a tweet Monday evening that her “forthcoming TV appearances” had been canceled. The Palestinian journalist also questioned if there might be a “link” between the cancelations and her comments earlier in the day in which she said MSNBC’s coverage had been biased toward Israel amid the nation’s ongoing conflict with Hamas.
While appearing on Monday’s episode of “Ronan Farrow Daily,” Jebreal said the channel’s coverage of the conflict was too favorable toward Israel. She even singled out Andrea Mitchell, the NBC News foreign affairs correspondent and MSNBC host. “Look at how many airtime Netanyahu and his folks have on air on a daily basis. Andrea Mitchell and others,” Jebreal said. “I never see one Palestinian being interviewed on theses same issues.”

Amy Traub: The Enduring Success Of The CFPB At Three
Three years ago today the US Consumer Financial Protection Bureau opened its doors. It was a new government agency produced by the Dodd-Frank Act: part of Congress’ attempt to address the rampant misconduct by banks, mortgage lenders, ratings agencies and other financial institutions that brought on the 2008 financial crisis and started the Great Recession. In its three years of existence, the CFPB has already forced credit card companies to return $1.5 billion to consumers that they deceived with fraudulent add on products; reformed mortgage lending rules to ensure borrowers have a genuine ability to repay their loans; and began to sue student loan companies for predatory practices, among many other accomplishments. The agency also handles direct consumer complaints about abusive and deceptive financial products and services—400,000 of them so far. It’s a highly impressive record for a fledging agency.
Now the CFPB wants to let consumers take their complaints public, going beyond the existing database of bare-bones information to enable consumers to provide a full narrative with context about the financial products or services they believe harmed them and how the problem has impacted their lives. Consumers can anonymously tell the whole story about the credit reporting company that refused to remove a blatant error from their report, the mortgage servicer that started a foreclosure despite a history of on-time payments, or the car dealership that marketed deceptive auto loans. The companies they are complaining against would have an opportunity post a public response that would appear alongside the complaint at the same time it is made public.

Michael Krancer: The Surprising Reasons Why Lowering CO2 Emissions Will Drive Our Electricity Bills Down, Not Up
If the customer wants clean energy, he’ll have to pay for it, right? Wrong. There’s actually no premium attached to low-carbon power, state utility regulators heard last week at their annual conference in Dallas. I’ll cut to the chase. Check out this report from Analysis Group, a five-star consultancy based in Boston, who presented at the conference. “Based on our own analysis and experience, we believe that the impacts on electricity rates from well-designed CO2-pollution control programs will be modest in the near term, and can be accompanied by long-term benefits in the form of lower electricity bills and positive economic value to state and regional economies.”
Here’s the back-of-the-envelope math. The EPA says that the Clean Power Plan—America’s no-nonsense blueprint to cut carbon pollution from its power plants—will cost between $4.3 billion to $7.5 billion per year by 2020. Let’s take a mean of $5.9 billion for the sake of fairness. That’s a mere 1.6 percent of America’s total spending of $363.7 billion on electricity in 2012. If you want an itemized bill, that $5.9 billion will include investment in cleaner generation, including increased zero-carbon low-cost nuclear power, the expense of wringing efficiencies from existing plants, fuel-switching costs, and “demand-side” efficiency measures—which translates to getting your customer use power more smartly.

Steve Benen: Russia’s U.S. Standing Plummets, Still More Popular Than Congress
It wasn’t too long ago that Russia was fairly popular in the minds in the American mainstream …. It takes real effort to go from 41% to 19% favorability in the course of five months.
But what stands out for me is a CNN poll from a few weeks ago that said Congress has a 14% approval rating.
Let’s pause to appreciate what this is telling us.
Most Americans believe that Russia will try to cover up its possible involvement in the death of 298 people ….. despite this recent bloodshed, still very much on the minds of millions, Russia is still a few points more popular than Congress.

The People’s View: Elizabeth Warren, Barack Obama, And Lessons In Reform And Pragmatism
This will be a little hard to hear for the fashionable Lefty detractors of the president’s: Sen. Elizabeth Warren is openly celebrating President Obama’s financial reform law. There have always been detractors who routinely bemoan the Barack Obama’s “capitulation” and “friendliness” to big banks, presenting as evidence what they call a meaningless banking reform bill – Dodd-Frank – the president’s key financial reform accomplishment. In the next breath, they lament why Barack Obama could not “fight” the banks like Elizabeth Warren – with no hint of irony that a key part of President Obama’s financial reform is Warren’s brainchild: the Consumer Financial Protection Bureau. Even when acknowledged, the moaning crowd is still upset that Warren is now a United States Senator rather than the head of CFPB.
And of course… no perpwalks on Wall Street! Because, what good is reform without theater? Today is the fourth anniversary of the most significant financial reform law since the 1930s, which among other things created the Consumer Financial Protection Bureau. This is a fact not often noticed by those who see Warren as salvation from the “compromiser in chief” Obama, but the gravity of the achievement certainly did not escape Warren herself. On her Facebook page and in an email sent to supporters, Warren has two words for Dodd-Frank and the CFPB: It worked.

Stephanie Armour: Health Plans Must Disclose Changes To Contraceptive Coverage
The Obama administration said that employers that stop covering contraceptives in workers’ health plans under a Supreme Court ruling must disclose the change to beneficiaries. The court’s late-June Hobby Lobby decision allows some closely held companies to opt out of the Affordable Care Act’s contraceptive requirement on religious grounds. The administration’s notice Thursday made clear that if all or a subset of contraceptive services aren’t covered under a group health plan,
beneficiaries must be informed of the extent of the exclusions. Federal law covering pension and health plans requires that employers alert employees if they change or drop benefits. Plans that reduce or eliminate coverage must provide expedited notification, generally no longer than 60 days after the change. The requirement applies to all group health plans, including those that pay workers’ health claims directly and those that rely on an insurer for that.

But this sounds like even more of an incentive for states to accept ACA — unless the GOP in there really are for pain, suffering and premature death in their own states.

Yeah, SCOTUS is my concern too. The full DC circuit will uphold ObamaCare (since this decision was heard in front of three judges – two conservatives who handed down this asinine ruling), but SCOTUS has been going on a conservative horror streak and one would hope they live the DC decision in place because if they tamper with the subsidies clause of ObamaCare, it would be nuts and would certainly make their ObamaCare mandate being constitutional decision a puzzle for sure.
People in states who have their own exchanges would be safe but millions in states that used healthcare.gov would be screwed.
Greed over human lives.
Roberts will really be put to the test if it gets that far. Another frightening prospect. I don’t know if this court is capable of logic anymore.
I’ve been following this. Here’s my fear: SCOTUS will take the case, acknowledge that the language does not match obvious intent, and send it back to Congress(!) to fix.
They get themselves off the hook, and know that Congress will NOT make the simple word change.
Congress will make the change if Dems take back the House. Enough Senate Republicans will, at least, not filibuster it. By the time it gets to SCOTUS it is a moot point.

I urge people to exercise caution when reacting to the latest “HUGE blow to Obamacare” news. I am taking my cues from the White House (PBO) and Administration officials, none of whom seem to be particularly perturbed by this ruling.
The media will exaggerate the claims on both sides because they want to boost GOP’s morale, they want to see Obamacare taken down a peg or two (even if just symbolically), and we really shouldn’t play into that nonsense. I will wait to see how the administration responds going forward.
Look for lots and lots of fluffing of Ted Cruz.

As the Millhiser tweet states, just by going to en banc (full bench) this ruling ceases to exist. And it will remain as it is through the appeal process.
I think you will see more states open up their own exchanges, so the number of people impacted will be reduced. And this will be a tremendous GOTV motivator in those states which do not have their own exchange.
This is why it is important to elect Dems at all levels.
But I think the full district court will side with the administration, then it will end up with the SC. By the time any ruling finally gets handed down, it will impact a lot fewer people. Get the House back in Dem hands and they can do a quick amend to the law to resolve it.

1. ObamaCare has been official since 2010 and a majority of states have refused to set up state exchanges – when it went live – so this is not going to motivate the majority of them to do so. It will still be a tough but needed uphill battle.
2. SCOTUS comes back in the fall, they can decide to take up the case and hand a good decision or bad decision a couple of months later and it will either be positive for millions or horrific for millions who live in states without state exchanges.
3. SCOTUS could do what it did with its messed up VRA decision and punt the subsidies decision to both chambers of Congress and it would stall, stall, and stall like the VRA decision.
4. The best outcome for everyone is the DC circuit going en banc, upholding ObamaCare subsides, the SCOTUS siding with the DC circuit by leaving its decision in place or taking up the case and ruling the same way.

Read a little closer and you will see I am not describing a utopia. There were many Dem controlled states that did not do their own exchanges, sometimes for simple technical reasons. I expect many of those to do so. I don’t expect the red controlled states to do so.
Secondly, it probably won’t even be heard by the district court until the fall, and then would have to go through the appeals process to the SC.
Thirdly, and most importantly, I said this can be a prime motivator for GOTV. This is the crucial element. If we get control back of the House, a simple legislative fix is probably which makes the whole moot come January. And yes, I think it can even be gotten through the Senate.
1. You are describing utopia because you think states are just going to nod their heads and set up state exchanges in 3…..2…1… presto and it’s done! Nope. The majority of states without state exchanges might have been blue in presidential elections but have GOP state legislatures or an uneven mix of Democrats and Republicans. Your state, Illinois, is an example of the ObamaCare battle.
2. The November elections are going to be tough. Even with GOTV efforts, Democrats are not guaranteed a win set in stone. 2012 showed that quite clearly. My fervent hope is that we win, but it is not guaranteed.
3. If the SCOTUS sends it back to Congress and Democrats didn’t win back the House, then it is just like the VRA decision and will be stalled, stalled, stalled unless insurance companies show up in full force because their cash and stocks would be threatened if the lose the millions of new customers they gained with ObamaCare.
4. The best outcome for millions of lives is SCOTUS agreeing with the full DC circuit which is a Democratic majority or taking up the case and agreeing with the DC circuit to leave ObamaCare subsidies untouched because they don’t want to mess with insurance companies, lobbyists, and upend the profit system.
If you aren’t willing to read what I say, I can’t help that. I agree with everything you say, it just doesn;t counter what I said.
The fact that the insurance industry has a powerful lobby and does not want subsidies taken away is one of the main reasons I am not worried. Unlike the VRA, this is an issue with an actual price tag. I don’t think the Supreme Court wants to deprive insurance companies of monies they have already factored into their business plans. These subsidies are what allows the insurance companies to cover more people thereby spreading the risk, which is the only reason insurance companies can afford to implement the non-denial of coverage, no individual caps and no exemption of preexisting conditions mandates required under the ACA. If the Supreme Ct were to side with these two radical judges, they would be essentially bankrupting the insurance industry. The ACA is already implemented and is working (insurance companies are rushing to join the exchanges), insurance stock prices are doing very well, the Supreme Ct., in my opinion, will not want to have that negative an effect on an industry that makes up such a large part of our economy.
TODers, please check in with your family and friends to make sure they’re aware of and will be participating in this year’s crucial election. VOTE like your life and well-being depend on it.

I think it’s fair to say that was a fairly busy day for the president.
Indeed, for all the talk about gridlock and Washington paralysis, Obama demonstrated yesterday that he’s more than capable, not only of governing effectively, but of tackling a variety of subjects at once. Watching the president pivot from issue to issue yesterday, we were reminded of Obama’s willingness and eagerness to lead, govern effectively, and pursue a clear vision. And it’s not just yesterday – the president will unveil a series of executive actions today on job training.

The contrast between an active president, appearing almost desperate to get things done, and a passive Congress, spinning its wheels without direction, is stark.

Subsidies aren’t going anywhere — yet.
This decision comes from three judges on the D.C. Circuit. The federal government will probably ask the entire D.C. Circuit — eleven judges in total — to review the decision “en banc”. The court skews to the left (there are seven Democratic appointees and only four Republican appointees) which bodes in the administration’s favor. En banc review probably won’t happen until early fall.
We knew Halbig would win in the 3-judge hearing. And we know it will lose in the full en banc hearing. The question is: will SCOTUS take up the case?

If you want to see some bullshit analysis based on “polling” you can read this….if she’s so strong, then why isn’t she campaigning for the Dems? Booman isn’t really declaring her a shoo-in, just that, as things stand she is a prohibitive favorite. And yes, she was in 2007 and 2006. Of course she is the prohibitive favorite at this point in time. Her name recognition is close to 100% and none of her would be challengers are probably above 30% except for Biden.
Plus people figure she is going to run, and many aren’t even thinking Biden will run.
I will tell you this. Watch to see who campaigns for Dem candidates. (I discount Warren because I dobn’t think she will run and is doing the campaigning simply because she feels it is the right thing to do.)
Those who do campaign, specially for candidates who go on to win, will gain themselves some chips to bargain with over the next couple years. And if Clinton doesn’t, she will lose some support she currently has.
Clinton may campaign but I’d wager she won’t step in unless it’s a very high profile candidate and it’s already turning into an obvious win.

Yes, that will be the benchmark for me. O’Malley has started doing some of that, but I haven’t seen Clinton doing any active campaigning for anyone but herself. Furthermore, I know at least two of her “endorsed” candidates in Dem primaries who LOST their respective elections – one in PA, and the other in CA.
I think there is a tendency in conventional blogosphere/MSM/punditry to rely excessively on polls while ignoring the realities of actual events on the ground.

Just listened to an interview with Robert Costas of the WP and another journalist on NPR where they say that Elizabeth Warren is drinking Clinton’s milkshakes as she (Warren) sends a populist message against wall street greed. They both agreed that Clinton has to look over her shoulders to catch what is making Warren so welcomed among the Democratic/liberal classes.
I really can’t see John Roberts going down this road and taking the case after the full DC circuit overturns the decision. The hobby lobby case is not comparable to this situation which would destroy the program and hurt insurance companies. Also after upholding the Individual mandate.
I agree. I posted this upthread: The fact that the insurance industry has a powerful lobby and does not want subsidies taken away is one of the main reasons I am not worried. Unlike the VRA, this is an issue with an actual price tag. I don’t think the Supreme Court wants to deprive insurance companies of monies they have already factored into their business plans. These subsidies are what allows the insurance companies to cover more people thereby spreading the risk, which is the only reason insurance companies can afford to implement the non-denial of coverage, no individual caps and no exemption of preexisting conditions mandates required under the ACA. If the Supreme Ct were to side with these two radical judges, they would be essentially bankrupting the insurance industry. The ACA is already implemented and is working (insurance companies are rushing to join the exchanges), insurance stock prices are doing very well, the Supreme Ct., in my opinion, will not want to have that negative an effect on an industry that makes up such a large part of our economy.
And Sen Ron Johnson’s case against subsidies was thrown out in Wisconsin.

In the end, the Republicans chose their own path of obstruction and increasing marginalization. President Obama’s response ensured that would mean their demise…not his. It might take years for us to see the full result of those decisions. But when it all unfolds, it will be one of the most important ingredients of this President’s legacy

Hope everyone is having a good morning, in spite of the 3 DC judges’ ruling against the ACA subsidies or the continued mutual massacre of Palestian and Israeli civilians by some hot head politicians, although disproportionate on the Jerusalem side of the land.
I am keeping my POTUS in prayer for the amount of venin out there.

And, of course, I am listening to Ed Henry jackassing at the WH briefing. Such an unruly toddler in spite of all the schooling from Josh The Voice. Frankly, I would have to take a Valium pill every time I had to show up in this room. The sight of some of the jockers alone would raise my blood pressure. May The Voice continue to remain calm and composed as does his boss.
The Roberts court is bought and paid for, this will be another 5-4 decision.
However, The court will uphold those already enrolled.
But it will effect those who haven’t gotten the insurance yet.
Medicaid expansion will not be effected with this decision.

It’s too early to for people to start panicking. This reminds me of when people were screaming doom and gloom when a few judges invalidated the Individual mandate. I think the ACA will be fine in the end just like I thought the Supreme Court would uphold the mandate.

Yeah…nope. Don’t believe so. That’s too much hysteria for me.
1. This is not Hobby Lobby. This is like the original 2012 ObamaCare case/decision. This affects insurance companies who have seen millions of new customers which translates to cash, which translates to stocks going up. I don’t believe Roberts is willing to go full wing nut.
2. The DC circuit (full bench not the conservative DC circuit judges who handed down today’s asinine decision) will uphold ObamaCare subsidies since the bench is a Democratic majority.
3. If the SCOTUS decides to take up the case, they could punt it down to Congress like they did with VRA which would be messed up since Congress loves to stall thanks to the GOP (Hopefully, Democrats win both chambers and can soften the blow)
4. The best outcome for everyone is if SCOTUS leaves the DC Circuit full bench decision in place or if it takes it up, it rules in the same way.
It’s not hysteria I don’t have any skin in the game the law doesn’t effect me at all!

The 4th circuit just ruled, in a similar case, to uphold the tax subsidies. If the the DC circuit en banc rules to uphold the subsidies then I doubt that the Supreme Court will take up an appeal. The Court generally takes up appeals to resolve conflicting rulings from different circuits.
Good for Delta and US Air canceling trips to Israel. All carriers should do the same.
