    TOPEKA, Kan. (AP) — The Kansas Supreme Court said Friday the state’s current public school funding levels are unconstitutional.

    In the much-anticipated ruling, the court said Kansas’ poor school districts were harmed when the state made the decision to cut certain payments when tax revenues declined during the Great Recession.

    The Supreme Court sent the case back to district court for more review to “promptly” determine what the adequate amount of funding should be, but didn’t set a deadline for a hearing. It did, however, set a July 1 deadline for legislators to restore money for two funds aimed at helping poorer districts with capital improvements and general school operations.

    A state Department of Education official estimates legislators must increase funding by $129 million, in addition to the more than $3 billion the state has budgeted for the 2014-2015 school year.


    I think something like this happened to Christie too….the courts made him put the money back in to education.

    Republicans hate smart Americans.

    Mrs Greenspan held court for John McInsane for a solid 15 minutes today……but never mentioned this at all.

    “Maybe the President thinks the Cold War is over,” he added, “but Vladimir Putin doesn’t and that’s what this is all about.”

    If the Cold War never truly ended, it sure fooled former Presidents Bill Clinton and George W. Bush, the latter of which famously peered into Putin’s soul and proclaimed him “a very straight forward and trustworthy” man.

    It also fooled John McCain, who faced off against Obama in the 2008 presidential race.

    “The Cold War is over, the Soviet empire is gone and neither one is missed,” he once told a group of military veterans during the campaign.

    Puffing along, well behind all o’ y’all…. I do have questions regarding the shale gas agreement between Chevron and Ukraine, and now James West (R&S article) mentions US exports of natural gas “thanks in part to fracking”. Fracking scares me shitless, and I do not see how it will play out well for the Ukraine, which is the breadbasket of the region, if their beautiful lands will be destroyed to get at the gas, much the way we are seeing gas companies are doing here in North America. Can anyone help me with this? So much information to process and digest, very good to be here with you all. Every day I thank you that I don’t have to turn on a telly to stay informed! You are all the best of the best, like POTUS and FLOTUS! 🙂

      Hi MP, It is not clear that fracking will be required in Ukraine. The initial agreements are for exploration and further study. Ukrainians are highly protective of their farm lands. Suspect what they will be doing, with strong assistance (in fact, requirement) built into the funds the US & EU have committed to them, is the development of renewable sources of energy, particularly solar and geo-thermal.

    I say go out and get as many people you can find and vote in November, maybe your vote will cancel out the motherfuckers that insist on voting against their own best interest. I have lost all patience and sympathy; some people out there want to actually go to war with Putin but will not lift a finger to provide food stamps to the poor and the needy. I’m about to invest in a bunker and go off the grid, good luck to you all.

      As a woman in her late 60s who might not relish the thought of a bunker, off the grid, I’m nevertheless kinda right behind you on that thought. Not sure how much more people with sane minds can take of all this, including me. I’ve never seen our country in worse internal shape, because of stupid people, and I’m not exaggerating. But I still have my vote, unless they start putting mandatory age limits on voting, so I’m not done yet.

    Developing situation in Crimea alarming, says OSCE High Commissioner on National Minorities

    On her return to Kyiv today, she said: “I am alarmed about the risk of violent conflict on the Crimean peninsula and the effects this could have on all communities, particularly the Ukrainian and Crimean Tatar groups.”

    Thors said the situation remains precarious. “Rash decisions on the future status of Crimea are a major source of tension and expose divisions between the peninsula’s communities that have been left unaddressed for decades. Like the Ukrainian community, Crimean Tatars have taken a different position to the majority population, which increases their vulnerability. Relations between ethnic groups on the peninsula are characterized by a growing climate of fear,” she said.

    “I remind the authorities in effective control of the Crimean peninsula that they are obliged to ensure security and respect for human rights, including minority rights, for all those present on the territory, regardless of whether they are of Russian, Ukrainian or Crimean Tatar or other origin.”

    “There is a real risk of bloodshed. All decisions on essential issues, such as the status of Crimea, language policy or national minority policy, must be taken in dialogue with all parties and be consistent with international law,” said Thors. During her visit to Kyiv and Crimea, the High Commissioner found no evidence of violations or threats to the rights of Russian speakers.
