USA Today: President Obama is back on the road Thursday, starting a two-day bus trip to promote plans to cut college costs.
First up is a flight to upstate New York, where Obama will speak at the University of Buffalo, the State University of New York. The president and his bus then travel to Henninger High School in Syracuse.
“At these two schools, the President will discuss his plan to make college more affordable, tackle rising costs, and improve value for students and their families,” says the White House schedule.
…. After discussing college costs in Buffalo and Syracuse, Obama spends the night in Auburn, N.Y. The president wraps up his bus tour on Friday with stops in Binghamton, N.Y., and Scranton, Penn.

Matthew Yglesias: Obama’s Radical Agenda on Higher Education
The White House is tackling the status quo that’s sent college costs out of control.
For decades now, America’s approach to higher-education policy has been a delightful synthesis of left-wing and right-wing ideas. In stark contrast to the K–12 universe, college is a playground for individual choice and market competition …. In a speech Thursday morning in Buffalo, N.Y., on ways to enhance college affordability, President Obama will likely lay out policy measures that, while relatively modest on their own terms, propose to radically subvert that bargain on a conceptual level.
The president has decided, essentially, that the old bargain has failed …. he wants to find ways for the federal government to put its muscle behind an idea that’s both modest and radical: that public money should pay for outcomes, not just more stuff. Attempting to nudge the health care system in that direction was a key element of the Affordable Care Act. Nudging K–12 education in that direction has been the centerpiece of the Obama education agenda. Bringing it to the realm of higher education in a serious way would be extremely difficult but also an extraordinary achievement if we can be sent down that path.

NYT: Obama’s Plan Aims to Lower Cost of College
President Obama plans to announce a set of ambitious proposals on Thursday aimed at making colleges more accountable and affordable by rating them and ultimately linking those ratings to financial aid.
A draft of the proposal, obtained by The New York Times and likely to cause some consternation among colleges, shows a plan to rate colleges before the 2015 school year based on measures like tuition, graduation rates, debt and earnings of graduates, and the percentage of lower-income students who attend. The ratings would compare colleges against their peer institutions. If the plan can win Congressional approval, the idea is to base federal financial aid to students attending the colleges partly on those rankings.
“All the things we’re measuring are important for students choosing a college,” a senior administration official said. “It’s important to us that colleges offer good value for their tuition dollars, and that higher education offer families a degree of security so students aren’t left with debt they can’t pay back.”

USA Today: Small-business jobs rise as economy improves
Small-business hiring and confidence about the future are rising, a signal of the economy’s growing strength and diminishing concerns about employee insurance coverage required by the new health care law.
Job creation at small companies has almost doubled in the last six months, reaching 82,000 jobs at firms with 49 or fewer employees in July, according to payroll processor ADP. Borrowing by small businesses and sales of new franchises have also climbed, indicating business owners are willing to take on new expenses and risk.

The Atlantic: Immigration Reformers Are Winning August
Opponents of a path to citizenship for illegal immigrants had a plan to apply grassroots pressure on congressional Republicans in their home districts. Why did it fizzle?
Activists opposed to immigration reform were all set to spend this month putting pressure on lawmakers to kill the legislation. But it hasn’t exactly been a show of force.
Last week, the Tea Party Patriots and NumbersUSA, two groups opposed to “amnesty” legislation, heavily publicized a rally in Richmond, Virginia, featuring Steve King … but only a few dozen people showed up – far short of the hundreds organizers had planned for.
…. as August winds down, the Richmond event seems indicative of the overall trend. Hundreds of immigrant advocates have appeared at rallies and town halls across the country. But the other side, the opponents, have been mostly absent.

Steve Benen: The nation’s full faith and credit is not a ‘leverage point’
About a week ago, National Review’s Robert Costa reported that congressional Republicans are considering an incredibly dangerous new plan: they’re prepared to hold the nation’s debt limit hostage again, creating a crisis comparable to the one we saw in the summer of 2011, unless Democrats agree to take health care benefits away from millions of Americans.
Earlier this week, Rep. Chris Van Hollen (D-Md.), a prominent member of the House Democratic leadership, said he now sees this scenario as likely. And overnight, Reuters reported (see here) that another GOP debt-ceiling crisis appears to be on the way…..
… In other words, GOP leaders are effectively prepared to swap one hostage for another …. this is nothing short of madness. As Ezra Klein recently put it, “Trading a government shutdown for a debt-ceiling breach is like trading the flu for septic shock”….

TPM: Republican Governors: Shhh, Don’t Call Our Obamacare Money Obamacare!
A variety of Republican governors have sought federal funds under Obamacare, many of them to expand Medicaid eligibility for more residents, a centerpiece of the law that the Supreme Court made optional for states last year.
But shhh! Don’t call it Obamacare, they say, for they despise that law.
In the latest example, vociferous Obamacare critic and Texas Gov. Rick Perry is seeking roughly $100 million in federal funds under a program set up under Obamacare, called Community First Choice … “The bottom line is it has nothing to do with Obamacare,” said Perry spokeswoman Allison Castle.
Only it has everything to do with Obamacare …
Perry is in good company among Republican governors, many of whom want billions of federal funds under the law’s Medicaid expansion, but don’t want to call it Obamacare …. One example is Arizona’s Jan Brewer …. another is Florida’s Rick Scott….

NBC: Even Republican young adults want health insurance, poll finds
Obamacare may have become a partisan issue, but more Republicans than Democrats have signed up for one of its most popular provisions, according to a survey published Wednesday.
The survey also pokes holes in the idea that most 20-somethings act like “Young Invincibles” who believe they don’t need health insurance.
A team at the Commonwealth Fund, which strongly supports healthcare reform, looked at one of the main target groups of the 2010 Affordable Care Act – young adults who have been going without health insurance. One of the most popular provisions of the law lets people age 26 and younger stay on their parents’ health insurance.
…. They found that by last March, 63 percent of young adults identifying as Republicans had enrolled in a parent’s health plan in the last 12 months, compared to 45 percent of those who considered themselves Democrats….

Texas Tribune: Voter ID Debate Heats Up as Dallas County Joins Fight
A fight against the state’s contentious voter ID laws escalated this week when Dallas County became the first Texas county to claim that the requirements would disenfranchise thousands of eligible voters.
In a 3-2 vote on Tuesday, the Dallas County Commissioners Court voted to join U.S. Rep. Marc Veasey, D-Fort Worth, in a lawsuit urging a federal district court to issue an injunction against the voter ID law. The law requires voters to present one of seven forms of state or federal identification or a so-called election identification certificate, which can be obtained from the state’s Department of Public Safety.
On Wednesday in an appearance on MSNBC, Dallas County Judge Clay Jenkins applauded the commissioners’ decision. Jenkins said 220,000 of 1.1 million total registered voters in Dallas County indicated they did not have the required forms of ID to vote.

Serious question: where on earth do the authorities keep Bradley Manning now, in a men’s or women’s prison?? 😕
http://livewire.talkingpointsmemo.com/entry/bradley-manning-i-am-chelsea-manning-i-am
Who’s going to pay for his transition while he’s in prison?
Good question, Allison – and is it even available to prisoners?
JER, thanks for the info.
I wondered this morning what they would do, Chips. If he’s sent to a men’s prison (and, after all, that’s what his birth certificate and army registration documents say) then he’s chosen just about the worst time in his life to make this announcement.
The timing is bizarre Jackie – the irony is that his supporters complained for so long about him being kept in solitary confinement, right now that might be the safest place for him to be.
A retired correctional officer tells me that they were kept in isolation.
Oh really JER? Thanks. What a mess of a situation.

“As I transition into this next phase of my life, I want everyone to know the real me. I am Chelsea Manning, I am a female,” Manning, 25, said in the statement read on NBC News’ “Today” show.

GOOOOOOOOOOOD Morning, TOD!!!! 🙂
MooooooOOOOOooooooorning DF!!!!
At the end of the last post, I expressed my bafflement as to why Chris Hayes seems to be untouchable…
“I was reading AMK’s earlier tweets/comments about Chris Hayes. Does Chris Hayes have pictures of the NBC/MSNBC executives that they are afraid he will release? Or is this just a matter of these executives refusing to admit that they made a mistake; that their golden boy is tarnished? At any rate, they seem to be trying to place the blame for the deteriorating ratings everywhere but where the real problem lies.”
I strongly believe that Hayes’ salary is coming from some hidden source. It’s very curious that he has not yet been canned despite his low ratings and his negative effect on the ratings of some of his MSNBC colleagues. I believe someone is paying for him to appeal to young white Libertarians – in order to damage PBO’s approval with that demographic.
Besides being a Greenwald groupie, Hayes is an extgreme lightweight. There’s nothing MSNBC can do that will hide that reality. Cut their losses and move on. If not watch his ratings get measured in fractions.
I mean extreme.
Good point. The ‘nerd’ label at msnbc is supposed to be proof of deep, academic thinking. Chris Hayes spouts un-researched, un-sourced and intellectually dishonest emotional diatribes. Ivory tower maybe, in that he’s never had to face the consequences of his high school discussion group-think, but not academically sound thinking at all.
I don’t think ratings matter so much to MSNBC where Hayes is concerned. He’s obviously getting paid from a source other than just viewer ratings. They’re using him to (attempt to) damage PBO’s rating among young white voters.
He can’t be very effective if nobody’s watching. Whoever these people are, they continue to spend (waste) big money towards a cause with a high probability of failure.
UK Stands Up to Greenwald and Media Bullying: Miranda Was Held for Possession of Stolen Information That Would Help Terrorism
Wednesday, August 21, 2013 | Posted by Spandan C at 7:57 AM
Good for the UK Home Office. They seem to have had it with the faux outrage peddled by Glenn Greenwald and his bootlickers in the international media conglomerates (such as Comcast MSNBC). They are standing up to the bullying and just went on the offense, saying Miranda was held for being in possession of “highly sensitive stolen information that would help terrorism”.
Isn’t this what we’ve been saying since, oh, since this happened? Despite the attempt to turn this into some sort of a nefarious new world order crackdown on freedom of the press, no principle, and certainly no law, protecting the freedom of the press entitles employees of media organizations to roam free across the globe while in possession of contraband or highly sensitive stolen documents – business or government (or with any stolen property for that matter).
http://www.thepeoplesview.net/2013/08/uk-stands-up-to-greenwald-and-media.html
I said on TPV that Greenwald and the emoprog brigade are missing a basic point and that is it’s more than okay to take stuff back that was stolen from you. But I think I should have added the word purposely.
What the Affordable Care Act Means to Communities of Color
Dr. J. Nadine Gracia
August 21, 2013
01:50 PM EDT
Ed. note: This is crossposted from hhs.gov/healthcare. See the original post here: http://tinyurl.com/kh5lnrn.
Recently, I traveled to Oakland, California, to participate in a town hall about how theAffordable Care Act is improving health and strengthening communities – especiallycommunities of color that have long faced disparities in health and health care.
As the event was coming to a close, a woman in the audience stood up and asked if she could read a letter from her daughter. Her daughter hadn’t been able to attend the event, she told us, but wanted to share her story with everyone.
She had started college a few years later than most, at the age of 22. During her freshman year, she was diagnosed with rheumatoid arthritis – a devastating discovery. But there was one source of relief: thanks to the health care law’s provision enabling young people to stay on their parents’ health insurance until the age of 26, she was able to stay on her parents’ health plan, access the treatment that she needed, and continue her studies. And even though she has since turned 26, the opening of the new Health Insurance Marketplace – and the law’s ban on discrimination due to pre-existing conditions- will provide her with new opportunities to secure affordable coverage.
The last excerpt that the woman read from her daughter’s letter was directed to President Obama. Thank you, she wrote. The health care law had helped to save her life.

Fake IRS Scandal Backfires as Democrat Sues the IRS over 501 (c) Regulation
By: Adalia Woodbury
Aug. 21st, 2013
After years of failed pretend scandals, Republicans thought they had a winner when they went after the IRS.
Based on the Inspector General’s report Republicans tried to persuade America that the IRS was unfairly scrutinizing Tea Party organizations that were seeking the coveted 501 (c) (4) status. Darrel Issa spent months holding “hearings” trying to suggest the IRS was out to get the Tea Party and trying to find a link between this and the White House. Ted Cruz and Rand Paul led the vengeance crusade to shut down the IRS based on the latest “scandal” that never was.
Our Sarah Jones reported on the unredacted IRS Treasury’s report’s conclusions. The report revealed that Issa was lying (again) and so was the Inspector General. In fact, the whole audit was skewed to make it appear that the IRS targeted the Tea Party when the reality was that organizations across the political spectrum faced scrutiny.
Republicans really did it to themselves with this “scandal.” Their previous attempts merely meant they looked like desperate fools focused on smearing the President because they don’t have any ideas. This time, they may lose the one thing they treasure more than using millions of tax-free dollars to smear Democrats – the ability to shield their donors from public scrutiny.

Thank you Rikyrah, terrific links! Morning!
Our local paper has the most weekly home sales I’ve ever seen in 30+ years—–2 whole pages—-and noticed prices rising to near former values. Another sign economy on the upswing. Lots of building going on also.
Wow, that’s really encouraging Dotster!
Biggest increase in house prices are in the Chicago area. Demand, not many homes available raise prices. And I found this interesting: there aren’t the number of distressed homes that there used to be, which is also increasing prices of existing homes.
I know in my mid-city neighborhood, literally every spare scrap of land was built on during the last boom. There is very little opportunity to do that in Chicago, at least on the north side.
The college ratings for financial aid sounds like a good idea but I see a lot of private colleges being the issue (especially when you are comparing debt with earnings) and also HBCU’s because of their lower college graduation rates. But something needs to be done because colleges have no incentive to keep their tuition low.
“Hands Across Pennsylvania” – Gettysburg:

Boy I tell you, this has been the summer of hell for those pushing Obamacare and Immigration Reform.
Actually, I think the opposite is true – particularly for those opposing Obamacare, based on what I’m seeing (outside the MSM slanted crap). The media doesn’t want us to know that, of course.
hp2, you can’t read my snark?
Sorry Don…my brain is slow today…I’m working AND PBO-ing at the same time!!!
The president’s higher education plan should be a call to action for every Democrat and parent. PBO has a broad vision for moving this country out of the paralyzing swamp Americans have lived in for decades by transforming how we see health care, education, our financial system and our place in the world. His outcome based support for higher education is the first original and potentially far-reaching idea that’s come forward for literally half a century. We’ve seen ridiculously spiraling education costs, families and young people strapped with debt and literally burdened down their entire lives and we have done nothing. Finally we have a president with a vision and the tenacity to carry it out and what do the American people give him? A corrupt, dysfunctional House of representatives, full of saboteurs and people hostile to their own government and to democracy. We put everything on one man to achieve the impossible task of moving a gigantic mass of inertia (the US) forward and then many on the right and left throw rocks at him as he shoulders the whole burden. That’s why I pray each night that we have the strength and collective will to give our brilliant president the Congress he deserves. That has to be our motivating thought each day we wake up between now and 2014. The US House is a gigantic anchor on the neck of the US. That any sane member of Congress or a citizen of the US would contemplate reneging on the US debt or shutting down the government is proof of an absolute unworthiness to govern. We can’t just shrug our shoulders at this. This is criminal in its intent and we have got to stir every decent-minded voter in America to rise up and say enough. On election night 2014, I don’t want to hear that we fell “just short” or that not enough Dem voters came out in Wisconsin, Michigan, Pennsylvania, Florida and other Republican dominated states. Every chip is on the table in 2014. We have to win.
AMENNNNNNNNNNNNN….
Jackie…i will put this on my face book page…i wish we could plaster it on billboards over I-95 and every newspaper in the state…..

GM all from (thankfully) rainy Chitown. Next week it is supposed to be extremely hot, so I probably picked the right time to go to Alaska.
Looking foward to all the upcoming tensions and fights over the debt ceiling and budget continuing resolution. Well, not really.
I was thinking the other day about Voter ID requirements, with the most common ID being a driver’s license. We all known this is mainly an attempt to disenfranchise the poor and minorities, mainly Dem voters. But I started wondering about something. In many places, if you get a speeding ticket and don’t pay it right away, or other moving violation, the police will take your license and you can’t get it back until you have paid your fine or appeared in court. Since that sometimes takes up to 2 months, all you have for ID is the actual ticket, which obviously does not have a photo. Does that mean you couldn’t vote?
? Good question! Or you better have another acceptable form of ID…..
Japa, everybody who gets into a situation like that has to look into absentee voting. In PA–one of the strictest states–you can vote absentee with no ID, as long as you’re registered.
Japa, please say hello to Sister Sarah when you trek up to Alaska. Give her a warm hug/kiss and wish her peace and blessings from your TOD family back home!

http://swampland.time.com/2013/04/23/tread-on-me-the-case-for-freedom-from-terrorist-bombings-school-shootings-and-exploding-factories/
We’re often told that our liberties are under assault. The right warns that our Big Government nanny state is plotting to seize our guns and our Big Gulps, while strangling our economic freedom with taxes and regulations. The left rails against our Big Government security state — the drone warfare, indefinite detention and electronic surveillance that make the war on terrorism sound like an Orwellian nightmare. The National Rifle Association had just finished bellowing about background checks violating our Second Amendment rights when the American Civil Liberties Union (ACLU) started shrieking about the FBI violating the Boston bombing suspect’s Miranda rights.
America was born from resistance to tyranny, and our skepticism of authority is a healthy tradition. But we’re pretty free. And the “don’t tread on me” slippery-slopers on both ends of the political spectrum tend to forget that Big Government helps protect other important rights. Like the right of a child to watch a marathon or attend first grade without getting killed — or, for that matter, the right to live near a fertilizer factory without it blowing up your house.

I ain’t gonna say what I’m thinkin’ now but you havea nice day anyway ADMIRAL!
Good morning all. It is interesting how PBO wore his wedding ring before he was married.
I noticed the ring too….
Well, we have always known he is a long range thinker.
I noticed that, too. I read somewhere that it’s an Indonesian ring so maybe he’d had it for a while and loved it so much he used it for his wedding band. He did have it refurbished a while back – I remember because the press made a big deal out of him not wearing it.
I believe so. His mother may have given it to him since she was living in Indonesia. I remember when he had it refurbished. The press thought he was having marital problems 🙄
Inorite?
That would be so cool and super sentimental if it was a gift from his mother.

There’s a thought. Maybe he will think twice, this time.
