d.o.a. – boehner bill passes house, rejected by senate

(Roll call here)

Statement from White House press secretary Jay Carney on the House voting to pass John Boehner’s debt ceiling bill Friday:

The bill passed today in the House with exclusively Republican votes would have us face another debt ceiling crisis in just a few months by demanding the Constitution be amended or America defaults. This bill has been declared dead on arrival in the Senate. Now that yet another political exercise is behind us, with time dwindling, leaders need to start working together immediately to reach a compromise that avoids default and lays the basis for balanced deficit reduction.

Senator Reid’s proposal is a basis for that compromise. It not only achieves more deficit reduction than the bill passed in the House today and puts a process in place to achieve even more savings, it also removes the uncertainty surrounding the risk of default. The President urges Democrats and Republicans in the Senate to find common ground on a plan that can get support from both parties in the House – a plan the President can sign by Tuesday.

Steve Benen: …. Why’d the House waste nearly a week on a doomed right-wing plan that House Republicans didn’t much care for? Especially after wasting last week on a similarly doomed right-wing plan that was immediately rejected by the Senate? The point had something to do with giving Boehner “leverage,” though the end result is a weakened Speaker, a divided GOP, and a nation perilously close to the most dramatic, needlessly destructive, self-inflicted wound imaginable.

TPM: As promised, all Senate Democrats aligned Friday night to kill the just-passed House Republican bill to raise the debt limit.

The roll call fell closely along party lines, 59-41, with all Democrats voting to table Speaker John Boehner’s controversial bill, joined by several Republicans who also oppose that plan.

Now we enter a period of calm. Before midnight, Senate Majority Leader Harry Reid hopes to introduce his own debt limit bill – amended to include more spending cuts, and a few as-yet undisclosed carrots, to entice enough Republicans to overcome a filibuster and pass the legislation.

Senate Democratic aides confirm that the legislation is being updated now, after consultation with Republicans, but the precise details are tightly held.

They need to get those details right. House Republicans have scheduled a symbolic Saturday vote to knock down the original version of Reid’s bill – a move meant to illustrate that without further cuts and enticements can’t Reid’s bill pass the House.

Once the tweaks are completed, and the bill is introduced, Reid will set the wheels in motion to pass it. If all goes as currently planned, he’ll file cloture on the plan tonight. Because it will be attached to a privileged vehicle – the stripped bare shell of Boehner’s plan – it will tee-up a 1 a.m. Sunday vote to end an expected filibuster. If there are 60 votes – and that’s the crucial if – that will lock in a vote on final passage after 7 a.m. on Monday. Then it’s back to the House, with fingers crossed.

David Shuster right now filling in for Keith — he’s going to do a segment on disappointed progressives who are talking about a primary challenge to Obama.

I am speechless. You want to cover it sometime? I’ll say okay, as much as I loathe your destructive acts. But THIS Friday? THIS weekend, with the world economy in the balance?

Are ya watching MSNBC to hear what McConnell is pulling?

You, Mr. Shuster, are a traitor. Your boss can throw around his outrage, well so can I. Current is getting an email from me. They can’t afford to lose viewers and they have lost me.

McConnell, as we speak, is refusing to negotiate with the Majority Leader. When ask if he would allow a majority vote on the Reid plan, McConnell said no.

They are not negotiating. They are going to filibuster. this, according to Kent Conrad, who is beside himself with anger. On LOD right now.

You know honestly that doesn’t bother me. McConnell is the opposition party and wanting to make a Dem President one term sounds about right. I just wish he would not hold the rest of the country hostage to do it.

Now look what we got; a House full of teabaggers who don’t give one damn about the American people and would be happy to see us all go down in flames.

Now we have to wait even longer and watch the GOP play time waiting games so they can prove their theory that government does not work. And ya know what? It doesn’t as long as you have clowns like these people involved in the decision-making process.

They do nothing but insult him and yet they have the nerve to say they’re standing for progressive ideals/principles, and some even have the nerve to say that THEY are acting like MLK Jr and living out his principles. I don’t think MLK Jr would like the PL, he was always for CIVIL disobedience, meaning you disagree in a respectful manner and without the baseless attacks and namecalling from the liberal left.

Yeah, how ironic that they were vehemently against Bush/Cheney wielding executive authority and disrespecting the Constitution, but now that Obama is in office, they want him to wield executive authority and disrespect the Constitution. They want President Obama to act exactly like President Bush, while at the same time saying that he is “worse than Bush.”

ummm…………..how would PBO be disrespecting the Constitution? He can use the 14 Admendment to sign a Executive order to save the Union from self-destruction to raise the debt ceiling. It looks like that is going to be coming to pass. Then we will have year long Impeachment proceedings to agonize over. 🙄 And for some reason I believe this man will still win re-election even if primaried. I have a feeling we can not SELL this Brilliant man short. PBO is light years ahead of his haters and even us supporters. You can take that to bank.

I can see that the angry left is livid that the President won’t invoke the 14th amendment. Thanks tough guy Bill Clinton btw and others.

I think he pretty much ruled it out.

But what if he did it at the very last resort, there’s no doubt, none, that the Repugs will start impeachment procedures.

    • 45 nintendowii10

If PBO wanted to tank his Presidency, he’d invoke the 14th because it would throw more gasoline onto the fire that would be default.

PBO is waaaaaaaaaaaaaay too smart for that.

it would have to be an emergency…before the president could invoke the 14th Amendment

    • July 29, 2011 at 9:33 pm

If Obama invokes it, then it will be done smartly. I just want to hear it from him and not the PL because to them every action is about who has the biggest balls. I trust Obama to do it in a way that minimizes political and economic risks.

      • July 29, 2011 at 10:10 pm

I dunno…if he invokes it, it might set off madman Issa to launch an impeachment move against the President….and I wouldn’t be surprised if some of the PL came running up with a list of charges to throw at the President.

He’s in a tough place, and he’s trying, but…he’s not Superman, he’s not a magician. I just wish to God that these PL jerks realize that, but they refuse to.

David Shuster, whom I have respected for years, has just lost me and my husband as a viewer of Current TV. Forever.

I will respect your right to cover the far left who also can’t take ‘progress’ for an answer, who contributed to the losses of 2010 – their right to say what they want to say and run a primary challenger against President Obama if they wish. Go right ahead.

But tonight? THIS Friday? THIS weekend? Do you even have CNN on to see that McConnell refuses to work with Reid and is going to filibuster his plan? You couldn’t wait a week to run to fire-breathing lies from Jane Hamsher and Adam Green?

This weekend, Mr. Shuster? To coin Keith’s legendary outrage, Have you no shame, sir?

Never again will my DISH tune to Current — for anything. I don’t watch a station that caters to traitors.

Shame on you, David, and Current, for allowing this tonight, of all horrible nights.

McConnell isn’t going to filibuster Reid’s bill. They know the schedule they need to take and when the have time to grandstand. Senate Republicans are not teabaggers – they’re owned by the corporations. This is all kabuki so it’s not seen as “Reid’s Bill” that the GOP House will have to help pass, but rather a negotiated bi-partisan bill.

Melissa Bean is one who ran from the President in her ‘red’ district that had elected her! Seats like this never would have gone Republican if the Democrats had run decent campaigns. She lost by 400 votes with a stupid Green Party candidate who got 3% of the votes.

I understand the true conservadem seats — we are actually better off now that they have “R”‘s after their names for real so we don’t have a ‘fake’ majority — see how much discipline Nancy Pelosi could pull together because she didn’t have to placate so many conservadems?

But Walsh’s seat should never have gone tea party. I’m sure there were many other seats where that was true. Democrats didn’t help themselves in 2010. And here we are.

I’m always ashamed to say that McConnell is the senator from my state…ugh…but
tonight I’m more ashamed than ever. And angry! I’m also ashamed of the people in
Ky. who sat home, didn’t vote, and allowed Rand Paul to be elected the other senator.
Of course, it’s really, really red here, so I shouldn’t be surprised that both of them are
our senators. President Obama is wildly unpopular in Ky., lost to Hillary by almost 30%
and to McCain by almost that much. But they all say it’s not because he’s a tan man.
Nope! Sorry, I got off the subject, told you I was angry. Anyway, I hope all the folks
who support the Repugs and those who didn’t vote are happy. Guess the PL folks

I understand, Carol. I go through the same thing here in GA. I’m surrounded by those suffering from cognitive dissonance. The “conservatives” vote the nuts into Congress and our state legislature expecting a different outcome, things continue to fall apart because of the nuts, and they keep blaming it on PBO and democrats. They do NO independent research, and if they’re confronted with the truth, it’s the fault of the person who tells it. If they don’t see it on Fox, hear it from rw radio entertainers, or read it on rw blogs, it’s not true. They still think PBO signed the TARP bill, and they still think he’s responsible for the deficit being so high. It’s as if their minds have a big blank space between the years 2001 and 2008.

That is a reflection of their shortcomings as individuals, we all have them, and differences in beliefs and what we place importance on. None of us is perfect, but I am beginning to think that on a whole, their are a lot of emotionally challenged /stunted people in our culture, and a more than healthy share of intellectually challenged or downright ignorant Americans. Hell the Teaparty caucus bears truth to that. Becoming the best that we can be, as individuals, is the work of our lifetimes., I also think of it as a personal responsibility……but I look around and I am stunned at the delusion and dysfunction most human beings settle for, and the disconnection it fosters between what ultimately makes us stronger…each other.

I just came back from another site where I went Off because someone started in on how the President is weak, how he always caves. One starts and then another follows, just like lemmings. I didn’t attack the person, but I have had it up to here with these baseless memes.

But they both ignored section 5:

Section 5. The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

This pertains to the whole of the 14th. CONGRESS SHALL ENFORCE.

The teaspoons WANT Obama to try to raise the debt ceiling, so Issa can Impeach. (It’s what they DO.)

I think the smarter way to get past it, is to threaten every Congress member of being in Contempt of the Constitution if they refuse to raise the debt ceiling. Remove them from the chamber, and get a vote on who is left.

CONGRESS IS LEGALLY BOUND TO DO THIER JOBS. To do otherwise, it’s desertion. They can’t just ignore their legal duty to the country.

OR, arrest and charge them with Conspiracy to willfully and intentionally destroy the US Economy, with intent to harm the US Government. It’s no different than Al Qaeda’s intent.

PBO is a smart man and I know he has researched this thoroughly. I am sure he is not going to make himself a sideshow over this; especially this close to the 2012 election. But I will say, try to replenish the energy that was taken away from your strength. Read, listen to some favorite music, sip a favorite glass of wine, get some sinful ice cream, make a pot of tea, watch a movie, go for a walk, weather permitting, okay. We are here for you. We are family in this, and when one is hurting we all will step in and send the hugs, shed the tears with you, and get up and dust ourselves off and go out and start kicking behinds again. And guess what, we do it calmly, with much class, and they just go crazy. I am sending a big energy hug of love your way, Carol. Love you back so much in our family.HZ

I am not well versed on this stuff… but can all of us…make YouTube videos explaining that the public was snookered, duped to vote for these domestic terrorists..explain things in terms that people would understand…like Randi Rhodes would lay things out? Tell people the truth about the real facts of what the teaparty and Republicans have in mind. I think if they knew, they would be terrified what they have done…by NOT voting, and voting for these radicals….any thoughts? I have to go finish outside. I figure if screaming cats and stupid people tricks can get on there and get 4 million hits…so can this if we did it right. We are the ones we’ve been waiting for…wringing our hands is not gonna cut it…let’s think out of the box and take control of our country and our destiny. Hello, members of The Obama Diary posse. I have been lurking for months, and only once posted a comment as ‘Anonymous’ to reply to a wonderful post by Sue in Minnesota on her mother’s passing. Now that I’ve decided on a screen name, I can dip my toe a little bit further into the commenting waters and hope to goodness I can eventually swim.

So, now that Boehner and his tea party economic illiterates passed their “Cut, Crap and Bollocks” bill that basically does nothing but saves the tan man some face, the Senate Republicans are filibustering to keep any bill from coming to the floor? They are still trying to extort, blackmail and frag their fellow Americans as paths to political power. How long will Americans stand for this horrendous behavior? When will we decide this kind of betrayal of the country can not be tolerated? This is treason, pure and simple. They are intent on crippling the country, and are doing their best to make sure that the next generation of Americans have diminished futures. We must stop them.

(I’m sorry that my first post is so dire. This is a great site, with lots of humor, camaraderie, and community spirit. And i will be sure to do my part to contribute as much of those qualities in future posts.)

The truth doesn’t match the rhetoric…and that’s what we need to show and point out to people

Desert, lovely productive idea! Let’s all rally round this idea and get it done, says the challenged tech me. No,seriously, a Go For It one! That’s the only way our truthy and sensible voices can be seen and heard.

What exactly Bernie Sanders has accomplished in Congress? What bill he introduced worked on with committee passed, sign and delivered? All he does is disrespect President Obama and talking bull sheit, but I really don’t know his success.

It’s really, really late or should I say early :), and I should be in bed by now, but I can’t sleep. I’m selfishly wishing Chipsticks would somehow replace that picture of Speaker “Boner” with a more soothing image of our dear POTUS or may be a nice video of him of times gone by. Chips, I know you are still on vacation and you need your R & R, but I sure have missed seeing my President’s handsome face each night before I’ve gone to bed. I’m feeling like someone described upthread as they quoted the President on the night before he took out Osama Bin Laden: “What a week!”

That’s right, what a week this has been. In a effort to answer my President’s call, I tweeted successfully for the first time today–yeah 🙂 🙂 🙂 for me –only to have CNN and other MSM lie and say the President has lost 30,000 followers on Twitter. 😦 Watching Boehner day in and day out this past week display his special brand of incompetence as “Weeper of the House” has been truly embarrassing. And reading, watching, and hearing a week’s worth of garbage spewed by right wing and PL bloviators on cable TV and in the blogosphere have truly been exhausting.

By the week’s end, I really need to see my President. I’m needing to see his beautiful smile and see HIM smile, again. His radiant smile is just so reassuring. I know this has been a rough week for him, too. I’m hoping Michelle and the girls can provide some special family comfort for him this weekend and give him some short-term “escape” from the madness of Washington. I’m hoping he realizes too that we (his true base) are still behind him—regardless of what the haters say.

Newcenturywoman – I feel where you are coming from. i have missed seeing his beautiful smile but he WILL smile again, he is an amazing man. i too hope that he will get some much needed respite from the craziness. I am sure that he will find some much needed comfort from his ‘rock’ Michelle and his beautiful daughters. I also hope he knows that he is loved passionately by his many million supporters and that we will NEVER desert him, ever.
I hope you manage to get some rest tonight newcenturywoman and know that you are among friends here. God bless you.

      I feel you newcenturywoman.

I really can’t stand that picture of Rusty or any picture of him really.

But there’s always you tube. In fact thank God for youtube.

Because when things get you down you can look at things like this…

That at the end of the day you can still say thank God we have this man and his family in the Whitehouse. It’s the positive things we have to concern ourselves with.

      Have a great day! 🙂

Chipsticks – Thank you for this oasis of calm and love it is so much appreciated. I lurk every day but not posted much lately. I just wanted to say that I am behind PBO and you guys 100%.
I am beyond hurt and angry by the way your wonderful President is being disrespected and attacked by those lunatic teabagger congresscritters and the crappy media whose only agenda seems to be to destroy Barack Obama and his presidency. They WILL NOT and MUST NOT succeed in this, PBO is the most rarest of gems – an intelligent, compassionate man with an extraordinary ability to both lead and compromise and I have total faith in him.
This crisis (which from what I can see has been exaserbated by the teahadists and loony left progressives) has the potential to not only damage the US economy but the world economy so now more than ever we are all affected by the outcome of congress’ actions. I trust President Obama implicitly but I can not say the same about those idiot teabaggers.
I sincerely apologize for this depressive rant and if I have caused offence it was not my intention. I am just heartbroken by the hatred I see levelled at PBO, he does not deserve it. I love the man so much and will stand by him always. Despite all I have said I believe he will prevail in the end. I will shut up now as I have probably bored you all senseless. Thank you for letting me vent!

    God bless President Barack Obama!

Oh no Sam. You haven’t bored us at all. Rants are sometimes needed to clear the air, vent, and relieve onesself of frustrations. We’re a family here so we listen to your rants, thank you for your continued and unwavering SUPPORT for this WONDERFUL President and encourage you to continue keeping the faith even when PL, teabaggers, GOP, firebaggers and the like try to demoralize you. We’re always glad that it’s not only Americans who see how MAGNIFICENT this President is and what HUGE accomplishments he has achieved in so short a time, but people all over the world. So no worries, keep your chin up and keep commenting. 🙂
